On March 14, 2024, at approximately 1:20 p.m., Police Officers David Chicara
and Jessica Arebalo responded to the 300 block of Marshall Drive on reports of
two men drinking and smoking at the rear of a Hoboken Housing Authority
building. When they arrived, they saw a man, later identified as 56-year-old
Richard Maldonado of Jersey City, kick something out of their view. Maldonado
began to act irritated and started to clench his hands into fists. Sgt. Frank Rosa, and
Police Officers Grossman and Joseph Lupo arrived to assist. Officers located a
glass cylindrical tube with burnt ends near the initial location. They also saw
Maldonado holding a small metal rod in his hand. He was placed under arrest and
transported to Hoboken Police Headquarters where he refused to be fingerprinted.
He was charged with criminal trespassing, possession of drug paraphernalia, and
failure to fingerprint. He was later transferred to the Hudson County Correctional
Facility.
On March 15, 2024, at approximately 5:15 p.m. Police Officers Harold Milne and
Alexander Miller conducted a check of Jackson Street Park, 120 Jackson St., based
on resident complaints of known drug use in the bathrooms. As they approached
the park, they observed a man they recognized as 26-year-old Andre Alzate-Llanos
of Union City exiting the bathroom. Officers knew Alzate-Llanos was wanted on at
least five warrant complaints for burglary, theft, and possession of burglary tools
out of Hoboken. These warrants were confirmed by police dispatch and AlzateLlanos was placed under arrest and transported to Hoboken Police Headquarters.
He was processed on all complaints from Hoboken, and two warrants out of Jersey
City for burglary and theft and was transported to the Hudson County Correctional
Facility.
On March 15, 2024, at approximately 6:40 p.m., Detective Michael Losurdo and
Police Officer Nasir Willey were patrolling the area of Jackson and Fourth Streets
when they observed a man handling a small package between two parked vehicles
in a manner that is consistent with illegal narcotics activity. They exited the patrol
car and saw the individual, later identified as 73-year-old James Ladson of Jersey
City, holding a small clear green container containing illegal narcotics. He refused
to hand over the drugs when asked by officers. Instead, he attempted to ingest
them. When he spit something out, officers observed a bundle of CDS heroin in a
small white package with a black rubber band around it. Ladson was arrested and
transported to the Hoboken University Medical Center due to his swallowing of
narcotics. He was charged with possession with intent to distribute CDS/heroin,
possession with intent to distribute CDS/crack-cocaine, possession with intent to
distribute CDS/heroin within 500 feet of the Hoboken Housing Authority,
possession with intent to distribute CDS/crack-cocaine within 500 feet of the
Hoboken Housing Authority, possession with the intent to distribute CDS/heroin
within 1,000 feet of a school, possession with the intent to distribute CDS/crack
cocaine within 1,000 feet of a school, hindering apprehension, tampering with
evidence, and possession of drug paraphernalia. He was ultimately transported to
the Hudson County Correctional Facility.
On March 15, 2024, at approximately 10:05 p.m., Sgt. Dennis Figueroa and Police
Officer Damien Bates, along with the Hoboken Volunteer Ambulance Corps,
responded to the 400 block of Garden Street on reports of an unconscious woman.
Sgt. Francis McCourt also responded. When they arrived, the woman was
conscious and alert. She was identified as 49-year-old Patricia Lavacchi of Jersey
City. She became confrontational and refused medical attention. She took a
fighting stance with officers and started shouting. She was placed under arrest for
disorderly conduct and later released on a summons.
On March 16, 2024, at approximately 2:40 a.m., Police Officers Shawn Sodora
and Aaron Font were driving on Clinton Street near Second Street, when they saw
a car fail to stop at a posted stop sign on Second Street. They pulled over the
vehicle at the intersection of Second and Grand Streets. When they approached the
driver, later identified as 21-year-old Kimberly Barrera of West New York,
officers detected the odor of an alcoholic beverage emanating from her breath.
Police Officer Cynthia Rivera arrived on the scene to conduct a standardized field
sobriety test, after which Barrera was placed under arrest. She was transported to
Hoboken Police Headquarters where she was charged with driving while
intoxicated, reckless driving, and failure to stop or yield. As per John’s Law
Barrera was released into the custody of a responsible party.
On March 16, 2024, at approximately 10:20 a.m., Police Officers Anthony
Azzoline and Mark Grossman were conducting a routine check of a Hoboken
Housing Authority building on the 600 block of Sixth Street when they observed a
woman they knew as 47-year-old Stacy Butler of Hoboken. She was lying on a
staircase landing, and officers could see copper wire mesh under her leg. She was
not a resident of the building and was arrested for trespassing. A search incident to
arrest located two cylindrical glass tubes containing burned copper wire mesh in
her pocket. She was charged with defiant trespassing and possession of drug
paraphernalia and ultimately transported to the Hudson County Correctional
Facility.
On March 16, 2024, at approximately 5:40 p.m., Police Officers Shelby
Seickendick and Mark Mooreman were conducting a routine check of a Hoboken
Housing Authority building on the 500 block of Sixth Street when they saw a man
they knew as 23-year-old Ismael Tamatmartin of West New York, sitting on the
steps of a rear stairwell. Det. Michael Losurdo and PO Nassir Willey arrived on the
scene. Tamatamartin was placed under arrest for defiant trespassing and loitering.
A search incident to arrest revealed a glass cylindrical pipe burnt at one end
containing burnt copper mesh commonly used to smoke CDS crack cocaine. He
was additionally charged with possession of drug paraphernalia and transported to
Hoboken Police Headquarters. He was later transported to the Hudson County
Correctional Facility.
On March 17, 2024, at approximately 7:20 a.m., Police Officers Marvin DeJesus,
Bianca Arroyo, Andrias Bonilla, and Keven De La Cruz responded to Panera
Bread, 310 Washington St. on reports of criminal mischief. Employees told
officers that a woman had cracked the glass door, and was acting belligerent just
outside the store, screaming in an uncoherent manner. The woman, later identified
as 68-year-old Carol Shaw of Hoboken, was charged with criminal mischief. She
was transported to Hoboken Police Headquarters for processing and later released
with a summons and a court date.
On March 17, 2024, at approximately 7:40 a.m., Police Officers Bianca Arroyo,
Marvin DeJesus, and Andrias Bonilla responded to the 500 block of Bloomfield
Street on reports of a motor vehicle accident, with the driver of the striking vehicle
trying to flee the scene. When officers arrived on the scene, they saw a man who fit
the description of the suspect and ordered him to stop, which he did. It was learned
the man, later identified as 40-year-old Erik Carollo of East Rutherford, struck a
total of four parked cars. The officers observed an open beer can in the cup holder
of Carollo’s car. Carollo had injuries consistent with a recent accident and the
Hoboken Volunteer Ambulance Corps arrived on the scene to treat Carollo. He
refused any further medical attention. Officer Bonilla conducted a standardized
field sobriety test after which Carolla was arrested for driving while intoxicated.
He was transported to Hoboken Police Headquarters and further charged with
reckless driving, open container, refusal to submit to breath samples, and refusal to
consent to taking of samples of breath. As per John’s Law he was released into the
custody of a responsible party.
On March 17, 2024, at approximately 10 a.m., Police Officers Arturo Gonzalez
and Geovanni Cruzado responded to Super Food, 301 Jackson St., on reports of a
man inside the store causing a disturbance. When they arrived, the individual had
already left, but they located a man matching the description of the suspect on the
500 block of Marshall Drive. Officers knew him from past interactions as 24-yearold Sebastian Iniguez of North Bergen, and they knew him to have several active
and open warrants for his arrest. Police Officer Jessica Arebalo arrived on the
scene. When they approached Iniguez he flailed his arms, and he was unable to
stand still. It was confirmed there were eight open active warrants against him.
Iniguez began to pull away from officers and spit at them. He continued to be
combative. He was ultimately transported to Hoboken Police Headquarters for
processing. He was charged with throwing bodily fluid and resisting arrest. He was
also processed on eight warrants out of Hoboken for multiple charges including
possession of drugs, possession of drug paraphernalia, refusal to pay a fare, and
theft. He was transported to the Hudson County Correctional Facility.
On March 18, 2024, at approximately 12:35 a.m., Police Officers Andrias Bonilla
and Michael Straten responded to Hoboken University Medical Center, 308
Willow Ave., on reports of a disruption. When they arrived, they learned a man,
later identified as 21-year-old Ricardo Mexica of West New York, had asked a taxi
driver to call police for him. As Mexica began to leave the scene with family
members, he cursed at officers and then spat at them. Mexica was arrested and
transported to Hoboken Police Headquarters where he was processed on charges of
throwing bodily fluids at law enforcement officers. He was released on a
summons.
On March 18, 2024, at approximately 7:45 p.m., Police Officers Brandon
Fitzgibbons and Domenick Allegretta responded to ShopRite, 900 Madison St., on
reports of a shoplifting, with two females detained by store security. It was learned
that the two individuals, later identified as 30-year-old Ana Mayorga-Manobanda
of the Bronx and 38-year-old Maritza Chicaiza of Jersey City, attempted to leave
the store after only paying for a portion of the merchandise in their cart, which
totaled $311.72. Both were arrested for shoplifting. They were transported to
Hoboken Police Headquarters where they were processed and released on
summonses and with court dates.
On March 19, 2024, at approximately 9:30 a.m. Sgt. Adam Colon was on the 50
block of Newark Street, when a bystander advised him that a man was verbally
abusing a woman. The woman had previous interactions with the man, and she
became alarmed when he said to her “I caught you again.” The man only walked
away when the woman’s husband approached him. It was learned the man was
unknown to the victim and had previously threatened to harm her. Police Officers
Christopher Hatfield and Joseph DiMartino observed a man who fit the description
of the suspect, later identified as 30-year-old Glenn Harris of Brooklyn, on the 400
block of Washington Street. It was learned Harris had two active warrants; one
from Hudson County for aggravated assault and one from Hoboken for criminal
mischief. Harris was transported to Hoboken Police Headquarters and charged with
stalking. He was transported to the Hudson County Correctional Facility.
On March 19, 2024, at approximately 5:15 p.m., Police Officers Chelsea
Tamborra and Rose Kanan responded to ShopRite, 900 Madison St., on reports of
a shoplifter who were being held by security. When they arrived, they learned store
security had observed two women, later identified as 20-year-old Bhavya
Linganagunta and 22-year-old Yamini Valkalapudi, both of Jersey City, pay for
only two items totaling $8.74 before trying to leave with 27 items, totaling
$155.61. Both women were transported to Hoboken Police Headquarters,
processed on shoplifting charges, and released with their summonses and court
dates.
On March 19, 2024, at approximately 10:43 p.m., Police Officers Rose Kanan and
Chelsea Tamborra responded to the 700 block of Willow Avenue on reports of an
individual knocking on the outside door. At approximately 11:10 p.m., they
responded to a call in the same building, of a female, later identified as 31-year-old
Sarah Boyle of Hoboken, unlawfully entering a unit with residents inside. Sgt.
Jason Falco and Police Officers Jason Montalvo and Paul Quinn arrived on the
scene. Boyle appeared to be under the influence of alcohol. She was arrested and
transported to Hoboken Police Headquarters where she refused to get fingerprinted
during processing. She was charged with criminal trespassing, and refusal to
submit fingerprints. She was ultimately released on a summons.
On March 20, 2024, at approximately 12:25 p.m., Police Officers Marco
Grossman and William Oquendo transported 41-year-old Tajron Edwards of Jersey
City from Hudson County Superior Court to Hoboken Police Headquarters where
he was arrested on a warrant for criminal attempted burglary. This warrant was for
an incident on Aug. 16, 2023, in which Police Officers Brandon Fitzgibbons and
Remy Garcia-Marte observed Edwards attempting to open car doors on the 1100
block of Hudson Street. After being processed on March 20, Edwards was
transported to the Hudson County Correctional Facility.
On March 20, 2024, at approximately 4:35 p.m., 21- year-old Randy Barrett Jr. of
Jersey City turned himself into Hoboken Police Headquarters on multiple charges
including attempted murder, aggravated assault, unlawful possession of weapons
and possession of weapons for unlawful purposes, in connection to a stabbing that
occurred on March 16, 2024, at approximately 4:15 a.m. Barrett Jr. was also
processed on charges of burglary and theft in connection to a car break-in on the
300 block of Madison Street on March 16, 2024, at approximately 3:35 a.m. Read

On March 20, 2024, at approximately 9:15 p.m., Police Officer Christopher Soto
took custody of 30-year-old Jonathan Jorge of Union City, who was brought into
Hoboken Police Headquarters by New Jersey Transit Police. Jorge had active
warrants out of Hoboken for theft and simple assault. After being processed on all
charges, he was transported to the Hudson County Correctional Facility.
On March 20, 2024, at approximately 10:45 p.m., Detective Michael Losurdo was
on routine patrol on the 300 block of Marshall Drive, when he observed what he
believed to be a narcotics sale between two men. This observation was based on
experience and training. When Det. Losurdo approached one of the men, later
identified as 35-year-old Otoniel Roman-Roman of Union City, Roman-Roman
handed the detective a glass pipe, which is commonly used to smoke CDS crackcocaine. Roman-Roman was placed under arrest. A search incident to arrest
located a black push rod used to pack CDS into the glass pipe and two wax-folds
of CDS heroin. Police Officer Anthony Ingraffia arrived and transported RomanRoman to Hoboken Police Headquarters where he was charged with possession of
CDS, possession of drug paraphernalia, and criminal trespassing. He was
transported to the Hudson County Correctional Facility.
