1. On April 14th, 2025, our agency was notified by the West New York Police
Department that they had a female in their custody, with an active warrant, issued
by the Guttenberg Municipal Court. Shortly after, officers from the West New York
Police Department arrived at our police headquarters with 24-year-old Cindy E.
Billatoro of Union City, NJ, at which time she was placed under arrest. Ms. Billatoro
was processed on the active arrest warrant and then released on her own
recognizance, pending her next court appearance with the Guttenberg Municipal
Court.
2. On April 16th, 2025, our agency was notified by the Union Township Police
Department that they had a male in their custody, with an active warrant issued by
the Guttenberg Municipal Court. Officers from our agency transported 28-year-old
Ludwig J. Ayala of Union City, NJ, to our police headquarters for arrest processing.
Upon the completion of his arrest processing, Mr. Ayala was released on his own
recognizance, pending his next court appearance with the Guttenberg Municipal
Court.
3. On April 16th, 2025, at approximately 3:36PM, members of the Guttenberg Police
Department’s Patrol Division responded to the area of 70th Street and Park Avenue
for a report of a trespasser. During their on-scene investigation, it was determined
that the suspect committed a robbery and then fled in a vehicle. A description of his
clothing and vehicle were released to our officers, who subsequently located the exact
vehicle, with the suspect inside of it. With the assistance of video surveillance footage,
the suspect was located and identified as 19-year-old Frailin G. DeLeon-Ventura of
West New York, NJ. Mr. DeLeon-Ventura was then transported to the Guttenberg
Police Department for his arrest processing. Mr. DeLeon-Ventura was charged with
robbery [2C:15-1A(2)] and defiant trespass [2C:18-3B(1)]. Upon the completion of his
arrest processing, Mr. DeLeon-Ventura was issued his complaint warrant and lodged
in the Hudson County Correctional Center.
4. On April 16th, 2025, members of the Guttenberg Police Department’s Patrol Division
responded to the area of Madison Street and 68th Street after receiving a report of a
female in need of some assistance. Upon their arrival, they located the female and she
requested assistance with arranging transportation because her phone was broken.
Our officers then arranged to transport her to her residence, at which point the
female then began accusing her ex-husband of breaking her cellphone, which would
be considered a domestic violence criminal mischief. Due to the allegation, our officers
conducted an investigation and spoke with a witness, who confirmed that 27-year-old
Amanda Sed-Lorenzo smashed her own phone on the ground, breaking it. When
asked, Ms. Sed-Lorenzo retracted her previous allegation against her ex-husband and
stated she had broken her own phone. At that time, Ms. Sed-Lorenzo was placed
under arrest for making a false police report with the intent to implicate another
[2C:28-4A]. She was then transported to the Guttenberg Police Department for her
arrest processing. Upon the completion of her arrest processing, Ms. Sed-Lorenzo was
issued her complaint summons and released from police custody.
5. On April 18th, 2025, during a motor vehicle stop, members of the Guttenberg Police
Department’s Patrol Division arrested 29-year-old Adnan Khan of Jersey City, NJ,
after it was discovered that he provided officers with false government documents
[2C:21-2.1C]. Mr. Khan was then transported to the Guttenberg Police Department
for his arrest processing. Upon the completion of his arrest processing, Mr. Khan was
issued his traffic summonses, his complaint summons, and then released from police
custody.
6. On April 19th, 2025, during a motor vehicle stop, members of the Guttenberg Police
Department’s Patrol Division arrested 64-year-old Noureddin Bacha of West New
York, NJ, for driving while intoxicated [39:4-50]. Mr. Bacha was then transported to
the Guttenberg Police Department for his arrest processing. Upon the completion of
his arrest processing, Mr. Bacha was issued his traffic summonses and then released
into the care of staff from the Palisades Medical Center.
7. On April 20th, 2025, members of the Guttenberg Police Department’s Patrol Division
observed a driver of a vehicle, possibly sleeping inside of their vehicle, slouched over
the steering wheel on 70th Street. After a few attempts to wake the male, officers
finally woke him and as a result of their investigation, arrested 37-year-old Jorge E.
Zuniga-Lopez of North Bergen, NJ, for driving while intoxicated [39:4-50]. Mr.
Zuniga-Lopez was then transported to the Guttenberg Police Department for his
arrest processing. Upon the completion of his arrest processing, he was issued various
traffic summonses and then released into the care of a responsible adult.
The charges above are merely accusations. Every defendant is presumed
innocent unless and until proven guilty in a court of law.
