1. On April 16, 2025, at approximately 11:05 p.m. Police Officers Brian Kim, John Lawton,
Mark Mooreman, and Ahmed Makshat responded to the 700 block of Jackson Street on reports
of a person sleeping in the hallway of a residential building. Officers found an individual, later
identified as 33-year-old Jarell Lee of Hoboken, sitting in the stairwell on the 11th floor. It was
discovered he did not live in the building, was escorted out, and released with a summons for
defiant trespassing.
2. On April 17, 2025, at approximately 7:30 a.m., Police Officer Trevor Thomas was on patrol at
Church Square Park, 400 Garden St., when he observed an individual, he identified as 44-year-old Damont Dyer of Hoboken. Dyer was pacing, talking to himself, and acting fidgety. It was
discovered Dyer had an active warrant out of Hoboken for possession of CDS with intent to use,
and he was placed under arrest. He was transported to Hoboken Police Headquarters, processed,
and ultimately transported to the Hudson County Correctional Facility.
3. On April 18, 2025, at approximately 9:25 a.m., Police Officers Aaron Font and Anthony
Rutkowski responded to 7-11, 422 Washington St., on reports of a woman inside the store being
disruptive. The woman had been told earlier in the morning that she was not allowed to be
inside. When officers arrived, the woman refused to give her full name and gave a false address.
She was told if she didn’t provide the proper information she would be arrested. She continued to
refuse requests for information and was placed under arrest. The woman, later identified as 28-
year-old Dina Elbanna of Hoboken, threatened to punch the officers. She was transported to
Hoboken Police Headquarters and processed on charges of obstruction of the administration of
the law and disorderly conduct. She was released from custody with a summons. At
approximately 11:25 a.m., Officer Font responded to Starbucks, 51 Newark St., where Elbanna
was seen acting disorderly and was reported to have taken items without paying. Officer
Rutkowski arrived on the scene and an on-scene investigation revealed Elbanna had taken a food
item worth $4 and ate it without paying. No formal complaints were signed, but based on her
behavior she was transported to a local hospital. During transport she pulled away from one of
the officers, damaging his watch and she was charged with criminal mischief. Elbanna was
ultimately released from custody at the hospital.
4. On April 18, 2025, at approximately 2:30 p.m., Police Officer Nicholas Losurdo processed the
arrest of 38-year-old Alysha Noel of Jersey City, who was brought to Hoboken Police
Headquarters by Union City Police. Noel had two failure to appear warrants in Hoboken. She
was processed and transported to the Hudson County Correctional Facility.
5. On April 18, 2025, at approximately 9:45 p.m., Police Officer Marvin DeJesus was driving on
Washington Street when he saw a vehicle drive through a red light at the intersection with Fourth
Street. He pulled the vehicle over. Police Officer Alexander Miller arrived on scene to assist. The
driver, later identified as 25-year-old Luis Martinez-Sanchez of New Milford, had trouble
providing his documents, and officers smelled the odor of an alcoholic beverage emanating from
the vehicle. A standard field sobriety test was performed, after which Martinez-Sanchez waws
placed under arrest for driving while intoxicated and transported to Hoboken Police
Headquarters for processing. He was issued a summons for driving while intoxicated, failure to
observe traffic signals, and careless driving. As per John’s Law, he was released into the custody
of a responsible party.
6. On April 20, 2025, at approximately 5:05 a.m., Police Officers Zackary Guido and Anish
Bhisey observed a vehicle parked on Hudson Street, without a rear license plate. The vehicle
pulled out of the spot, and officers stopped it. The driver, later identified as 21-year-old Richard
Vaquero of Long Island, NY, appeared to have glassy and bloodshot eyes. Sgt. Daniel Grossi
and Police Officers Cynthia Rivera and Christopher Soto arrived on the scene to assist. Vaquero
became argumentative and was asked to step out of the car. Sgt. Grossi smelled the odor of an
alcoholic beverage emanating from the vehicle. A standardized field sobriety test was performed,
during which Vaquero became increasingly argumentative. It was determined he was impaired
and was placed under arrest for driving while intoxicated. He was walked into Hoboken Police
Headquarters and issued a summons for driving while intoxicated and reckless driving. As per
John’s Law, Vaquero was released into the custody of a responsible party.
7. On April 21, 2025, at approximately 3:50 a.m., Police Officers Carmen Benitez and Brandon
Cappelluti responded to Hoboken University Medical Center, 308 Willow Ave., on reports of a
patient having suspected CDS cocaine in his possession. Upon arrival, officers were given a
baggie with a white powdered substance and a long silver rod with a scoop end, suspected of
being used to ingest the suspected CDS. Both items were found in the possession of the male
patient, later identified as 35-year-old Dheeraj Ayyagari of Suwanee, GA. He was placed under
arrest and charged on a summons with possession of CDS cocaine and possession of drug
paraphernalia. He was given a copy of the summons, provided a court date, and released into the
care of a local hospital.
8. On April 21, 2025, at approximately 9 p.m., Police Officers Nicholas Protopapadakis and
Anthony Azzoline were patrolling the area of Newark and Washington Streets when they
observed an individual they identified as 30-year-old Angel Landa-Vasquez of Hoboken, and
believed he had an active arrest warrant out of Hoboken. They located Landa-Vasquez inside the
New Jersey Transit Terminal and approached him. Det. Jesse Castellano and Police Officer
Joshua Campoverde arrived on the scene to assist. The original warrant for defiant trespassing
was confirmed, and Landa-Vasquez was placed under arrest. He was transported to Hoboken
Police Headquarters for processing and ultimately taken to the Hudson County Correctional
Facility.
9. On April 22, 2025, at approximately 1 a.m., Police Officers Jaydan Gonzalez and Anish
Bhisey were on patrol of Washington Street when they observed a someone sleeping in the
vestibule of Blue Foundry Bank, 334 Washington St. They knocked on the window to wake up
the man, later identified as 49-year-old Paulo Carhuanini, of Hoboken, and he exited the bank.
He was advised he couldn’t sleep in any vestibule, issued a summons for defiant trespassing, and
released from custody on the scene.
10. On April 22, 2025, at approximately 8:45 a.m., Police Officer Arturo Gonzalez responded to
CVS, 59 Washington St., on reports of a shoplifting. An on-scene investigation revealed a man
had left the store without paying for multiple items worth a total of approximately $11.67. Police
Officers Harry Montalvo and Daniel Barron located a man who fit the description of the actor on
the 300 block of Bloomfield Street. When the officers approached him, the man, later identified
as 24-year-old Jarvis Sims of Hoboken, tried to walk away twice. He was confirmed to be the
actor in the shoplifting and was arrested. He was transported to Hoboken Police Headquarters
and processed on charges of shoplifting and obstruction the administration of the law. It was
discovered Sims had a warrant out of Jersey City for the initial offense of robbery with a knife.
He was processed on the warrant and ultimately transported to the Hudson County Correctional
Facility.
11. On April 22, 2025, at approximately 7:05 p.m., Police Officers Ahmed Makshat and David
Smentkowski were flagged down by a man outside of 404 Vape and Smoke Shop, 404
Washington St., who told officers the store had just been robbed. An on-scene investigation
revealed a man came into the store, grabbed a pack of vape juice worth approximately $20, and
tried to hide it in his bag. When an employee tried to take the product back, the individual, later
identified as 45-year-old Lamont Robinson of Belleville, pushed him, causing a minor laceration
on the employee's head. Robinson ran from the store and fled the scene with a woman, later
identified as 42-year-old Tiffany Malone of Jersey City. Police Officer Rose Kanan observed
Robinson and Malone on the 200 block of Fourth Street. Sgt. Roary Miller, Sgt. Jason Falco, and
Police Officer Donovan Ortiz arrived on the scene to assist. During arrest, Robinson attempted to
resist. He was detained and transported to an area hospital. Robinson was charged with robbery,
aggravated assault, and resisting arrest. He was ultimately transported to the Hudson County
Correctional Facility. During Robinson’s arrest Malone began to scream and yell, causing a
disturbance. She was placed under arrest for disorderly conduct and at first gave officers a fake
name and was additionally charged with hindering apprehension. She was transported to
Hoboken Police Headquarters, and it was discovered she had two warrants from Hoboken; one
for shoplifting and the other for simple assault. During processing Malone kicked an officer,
pulled down her own pants, and urinated on a bench. She was additionally charged with
lewdness and aggravated assault. She refused to be fingerprinted and was further charged with
refusing to be fingerprinted. Malone was ultimately transported to the Hudson County
Correctional Facility.
12. On April 23, 2025, at approximately 1:40 a.m., Sgt. Michael Losurdo and Police Officers
Frank Lombardo and Dylan Allegretta responded to the 100 block of Washington Street, on
reports of an unknown person on the fire escape. Officers located four individuals behind the
building, later identified as 19-year-old Omar Kebbe of Paramus, 19-year-old Adein McMaus of
Midloathian, VA, 19-year-old Bohdi McCormack of Candler, NC, and 18-year-old Francis
Murray of Florham Park. Sgt. Daniel Grossi and Police Officers Jayden Gonzalez, Brandon
Cappellutti, Jairo De La Cruz, and Keven De La Cruz arrived on the scene to assist. All four
individuals were issued a summons for defiant trespassing and released from the scene.
13. On April 23, 2025, at approximately 2:35 a.m., Police Officers Jaydan Gonzalez and
Brandon Cappelluti responded to the 300 block of Garden Street on reports of someone trying to
open doors to residential buildings. When they arrived, the officers observed a man who fit the
description of the actor and stopped him. He was identified as 30-year-old Jesus Ortega of
Hoboken and was placed under arrest. He was transported to Hoboken Police Headquarters
where he was charged with defiant trespassing, processed, and released on a summons with a
court date.
14. On April 23, 2025, at approximately 9:40 p.m., Police Officers John Lawton and Rose
Kanan were near the intersection of Monroe and Sixth Streets, when they observed an individual,
they could identify as 46-year-old David Cummings of Hoboken, and believed he had an
outstanding warrant for his arrest. The warrant for possession of CDS, receiving stolen property,
and obstruction of the administration was confirmed. Sgt. Roary Miller and Sgt. Harold Milne
stopped Cummings on the 500 block of Eighth Street and placed him under arrest. He was
transported to Hoboken Police Headquarters for processing and then taken to the Hudson County
Correctional Facility
