Phillipsburg Police Officer Charged with Computer Criminal Activity

In April 2025, after receiving information from the Phillipsburg Police Department, the Warren County Prosecutor’s Office initiated an investigation regarding unauthorized access to the police department’s Records Management System, by Officer Scott Palmer.

On Friday, May 30, 2025, Scott Palmer, of the Phillipsburg Police Department, was arrested and charged as follows;
  1. Computer Criminal Activity, in violation of N.J.S.A. 2C:20-25, a crime of the third degree.

Third degree crimes carry a maximum sentence of five (5) years in New Jersey State Prison.

The charges are merely accusations. The defendant is presumed innocent until and unless proven guilty beyond a reasonable doubt in a court of law.

The investigation was conducted by the Warren County Prosecutor’s Office.
