Two Arrested for Phillipsburg Residence Shooting

On Monday, June 30, 2025, at approximately 1:50 A.M., members of the Phillipsburg Police Department responded to the 90th block of Mercer Street, after receiving an alert from Phillipsburg’s ShotSpotter. Upon the officers’ arrival, there was no evidence of injured parties. The investigation revealed that several actors fled the scene on foot. A stolen motor vehicle from Pennsylvania, a handgun, and a quantity of bullet casings were recovered from the scene. It was also determined that an occupied residence on Mercer street was struck by gunfire, nine (9) times.

Roberts and Kelly were charged on a Complaint Warrant with the offenses below. Both are currently lodged in the Warren County Correctional Center in Belvidere, New Jersey. The Court will hear the State’s Motion for Pretrial Detention on both individuals next week.
  1. Conspiracy/Possession of a Weapon for an Unlawful Purpose, specifically discharging a firearm into a residence, in violation of N.J.S.A. 2C:5-2A(2) / N.J.S.A. 2C:39-4A(1), a crime of the second degree;
  2. Conspiracy/Unlawful Possession of a Weapon, specifically a handgun, in violation of N.J.S.A. 2C:5-2A(2) / N.J.S.A. 2C:39-5B(1), a crime of the second degree;
  3. Conspiracy/Criminal Mischief, specifically by discharging a firearm into a residence causing damage, in violation of N.J.S.A. 2C:5-2A(2) / N.J.S.A. 2C:17-3A(1), a crime of the third degree;
  4. (3 Counts) Conspiracy/Aggravated Assault, specifically by discharging a firearm into a residence which was occupied by three individuals, in violation of N.J.S.A. 2C:5-2A(2) / N.J.S.A. 2C:12-1B(2), a crime of the third degree.

Second degree crimes carry a maximum sentence of (10) ten years in the New Jersey State Prison and third degree crimes carry a maximum sentence of (5) five years in the New Jersey State Prison.

The charges are merely accusations. The defendants are presumed innocent until and unless proven guilty beyond a reasonable doubt in a court of law.

The investigation was conducted by the Phillipsburg Police Department and the Warren County Prosecutor’s Office. Assisting at the scene were the Lopatcong Township, Greenwich Township, and Pohatcong Township Police Departments, as well as the New Jersey State Police.
