On Wednesday, July 9, 2025, James J. Kelly, of Phillipsburg, New Jersey was arrested and charged on a
Complaint Warrant with the offense below:
1. Violating conditions of a Special Sentence of Community Supervision for Life, in
violation of N.J.S.A. 2C:43-6.4d, a crime of the third degree.
Kelly was previously convicted of a sexual offense and sentenced to community supervision for life
(CSL). By way of this investigation, it was determined that he violated CSL by failing to refrain from
initiating, establishing, or maintaining contact with any minor. He is currently lodged in the Warren
County Correctional Center in Belvidere, New Jersey pending the State’s Motion for Pretrial Detention.
Third degree crimes carry a maximum sentence of (5) five years in the New Jersey State Prison. The
charges are merely accusations. The defendant is presumed innocent until and unless proven guilty
beyond a reasonable doubt in a court of law.
This investigation was conducted by the New Jersey State Parole Board. Assisting in the arrest were
members of both the Warren County Prosecutor’s Office and the Phillipsburg Police Department.
