On Sunday, August 3, 2025, at approximately 3:36 A.M., members of the Phillipsburg Police Department
responded to the 400 block of Anderson Street after receiving an alert from Phillipsburg’s ShotSpotter.
Upon arrival, patrols discovered a suspect had fired several shots at a residence, one of which penetrated
through a window. No injuries were reported. Video footage of the area identified the shooter as, Andrew
R. Weaver. Weaver was criminally charged and entered as a wanted person in the National Crime
Information Center database.
On the same date, at approximately 3:00 P.M., the Pennsylvania State Police arrested Weaver, after a
motor vehicle stop was conducted on a car he was a passenger in. A search of the vehicle revealed a
loaded Glock 9mm handgun. Weaver was processed and lodged in the Lehigh County Prison, where he
awaits extradition to New Jersey.
Weaver was charged on Complaint Warrants with the offenses below.
- Possession of a Weapon for an Unlawful Purpose, specifically discharging a firearm into a
residence, in violation of N.J.S.A. 2C:39-4A(1), a crime of the second degree;
- Aggravated Assault, specifically by discharging a firearm into a residence which was
occupied, in violation of N.J.S.A. 2C:12-1B(1), a crime of the second degree;
- Unlawful Possession of a Weapon, specifically a handgun, without first obtaining a permit,
in violation of N.J.S.A. 2C:39-5B(1), a crime of the second degree;
- Criminal mischief, specifically by discharging a firearm into the residence causing property
damage, in violation of N.J.S.A. 2C:17-3A(1), a crime of the third degree
Second degree crimes carry a maximum sentence of ten (10) years in the New Jersey State Prison, and
third degree crimes carry a maximum sentence of five (5) years in the New Jersey State Prison.
The charges are merely accusations. The defendant is presumed innocent until and unless proven guilty
beyond a reasonable doubt in a court of law.
The investigation was conducted by the Phillipsburg Police Department and the Warren County
Prosecutor’s Office Major Crimes Unit. Assisting with the investigation were the New Jersey State
Police Crime Scene Investigation Unit, NJSP Strategic Investigations Unit, Warren County Regional
Crime Scene Team, the Warren County Tactical Response Team, the Belvidere Police Department, and
the Pennsylvania State Police Bethlehem Barracks.
