1. On August 21, 2025, at approximately 10:55 a.m., Police Officers Ricky Truppner and
Domenick Allegretta responded to Hoboken City Hall Municipal Court, 94 Washington St., on
reports of an individual in contempt of court. Police Officers Christopher Barral and Aaron Font
were also on the scene. An on-scene investigation revealed the actor, identified as 31-year-old
Andrea Ojeda of Miami, FL, was talking in the courtroom and advised several times to remain
quiet. Despite warnings that she would be held in contempt of court, Ojeda continued to speak
over proceedings. Ojeda was arrested and transported to Hoboken Police Headquarters. She was
processed on charges of contempt of court and released on a summons.
2. On August 22, 2025, at approximately 9:50 a.m., Police Officer Jennifer Lee responded to
Hoboken Police Headquarters to process the arrest of 19-year-old Johnathan Negron of Jersey
City on a summons related to a theft by deception reported on May 3, 2025. Police Officer
Anthony Rutkowski took that report, where two people used a victim’s phone to send money to
themselves. A follow-up investigation by Police Officer Chelsea Tamborra identified Negron as
the actor and charged him on a summons with theft by deception and computer criminal activity.
After he came to HPD headquarters for processing on Aug. 22, Negron was released from
custody.
3. On August 22, 2025, at approximately 5:50 p.m., Police Officers Alexander Miller and Mario
Rodriguez responded to the 600 block of Harrison Street on reports of a man injecting himself
with suspected CDS in the front of a building. They located the man, later identified as 31-year-old Christopher Goodwin of North Bergen, and near his hand, they observed a wax fold in plain
view. It appeared that Goodwin was attempting to hide the wax fold. He was arrested and a
search incident to arrest located an additional 30 empty wax folds, a glass cylindrical tube burnt
on one end, copper wire mesh, a small green plastic bag containing a white powdery substance
suspected to be CDS cocaine, and 12 hypodermic syringes. He was transported to an area
hospital and released into their custody. On a summons, Goodwin was charged with possession
of CDS cocaine, possession of CDS cocaine with intent to use, and possession of drug
paraphernalia.
4. On August 22, 2025, at approximately 9:15 p.m., Sgt. Dennis Figueroa and Police Officers
David Smentkowski, Marvin DeJesus, Brian Kim, and John Lawton responded to the area of
Jefferson and Second Streets where 20-year-old Anthony Diaz of Hoboken, who was wanted on
a warrant for shoplifting, had been spotted. Diaz was located and arrested on the warrant. He was
transported to Hoboken Police Headquarters for processing on the shoplifting charge. Diaz was
released on bail with a new court date.
5. On August 22, 2025, at approximately 8:50 p.m., Police Officers Nicholas Losurdo and
Keven De La Cruz responded to the North Caldwell Police Department where they picked up
Michelle Tlatenchi who was in their custody and had an outstanding warrant out of Hoboken for
driving while intoxicated. She was transported to Hoboken Police Headquarters and ultimately
released on bail.
6. On August 23, 2025, at approximately 3:40 a.m., Police Officer David Smentowski observed
a vehicle exit Garage D, 215 Hudson St., without the headlights on, and drive the wrong way on
Hudson Street. He then observed the car turn around, so it was headed the correct way down
Hudson Street. He followed and noticed the vehicle kept slowing down and then accelerating.
The officer pulled up next to the driver and observed him to be struggling to stay awake. The
driver was pulled over near the intersection of Observer Highway and Bloomfield Street. The
officer approached the driver, later identified as 25-year-old Franklin Guaman of Irvington, and
detected the smell of an alcoholic beverage emanating from inside the vehicle. Guaman was also
struggling to speak coherently and avoided direct eye contact with the officer. Police Officer
Daniela Simone arrived on the scene to conduct a standard field sobriety test, after which
Guaman was arrested for driving while intoxicated. He was transported to Hoboken Police
Headquarters where he refused to submit to the collection of a breath sample. He was issued a
summons for driving while intoxicated, refusal to consent to taking breath samples, driving the
wrong way down a one-way street, refusal to submit to chemical testing, and reckless driving. As
per John’s Law Guaman was released into the custody of a responsible party.
7. On August 23, 2025, at approximately 5:20 p.m., Police Officer Daniela Simone responded to
the 600 block of Monroe on reports of a bicycle stolen the week before. An on-scene
investigation identified the actor as 49-year-old Jeffrey Wheeler of Hoboken and found that
Wheeler went into a garage to steal a bike worth approximately $800. Charges of theft and
burglary were placed on a warrant. Later in the day, at approximately 8:20 p.m., Police Officers
Rose Kanan and Matthew Bonanno observed Wheeler in the area of Fourth and Harrison Streets.
He was stopped, the warrant confirmed, and he was placed under arrest. He was transported to
Hoboken Police Headquarters, processed, and transported to the Hudson County Correctional
Facility.
8. On August 23, 2025, at approximately 11 p.m., Police Officer Daniela Simone responded to
Garage B, 47 Second Street, on reports of a car crash where a driver was trying to leave after
hitting a parked car while trying to exit the wrong way out of the garage. Sgt. Daniel Grossi and
Police Officers Alexander Miller and John Lawton arrived on the scene to assist. Officers located
a parked car with damage consistent with being hit by another vehicle. The driver was identified
as 37-year-old Francisco Francisco of Passaic and a standardized field sobriety test was
conducted, after which he was arrested for driving while intoxicated. He was transported to
Hoboken Police Headquarters and issued a summons for driving while intoxicated, reckless
driving, and leaving the scene of an accident. As per John’s Law, Francisco was released into the
custody of a responsible party.
9. On August 24, 2025, at approximately 1:55 a.m., Police Officers Nicholas Losurdo and
Marvin Dejesus observed a loud crowd congregating outside of Madd Hatter, 221 Washington
St., and saw a fight break out. Sgt. Daniel Gross and Police Officer Nicklas Valerious attempted
to break up the altercation. One man, later identified as 24-year-old Matthew Decarlo of Wayne,
was seen trying to flee the scene. An investigation revealed Decarlo was one of the aggressors in
the incident. He was arrested. Another individual, later identified as 26-year-old Jared Tavarez of
Lincoln Park, was also arrested, after being identified as another aggressor in the fight. Decarlo
and Taverez were transported to Hoboken Police Headquarters for processing. Decarlo was
charged with simple assault and Taverez was charged with disorderly conduct. Both were
ultimately released from police custody.
10. On August 24, 2025, at approximately 2:50 a.m., Police Officers Brian Kim and Stephen
Chowanec were patrolling the area of First and River Streets when they observed a man, later
identified as 51-year-old Franklin Acosta of Plainfield, stumbling as he crossed the street, and
then get into a vehicle and drive away. Officers followed and saw the car swerve and make a
right turn without signaling. They pulled Fiallos over and when they approached, they saw an
open bottle of schnapps in the center console. Police Officer Daniela Simone arrived to conduct a
field sobriety test, after which Fiallos was arrested for driving while intoxicated. He was
transported to Hoboken Police Headquarters and issued summonses for driving while
intoxicated, failing to use a turn signal, failure to exhibit insurance, open alcoholic container in
the car, and reckless driving. As per John’s Law, Fiallos was released into the custody of a
responsible party.
11. On August 24, 2025, at approximately 3 a.m., Police Officers Ronald Kibitlewski and Mario
Rodriguez responded to a motor vehicle crash near the intersection of First and River Streets.
New Jersey Transit Police Officers were already on the scene and indicated there had been an
argument between people in two different cars. An on-scene investigation revealed after the two
cars collided, one of the drivers left the scene, but was stopped by a third vehicle. When officers
spoke with the driver of the fleeing car, later identified as 24-year-old Alexis Vargas of Passaic,
they could smell the odor of an alcoholic beverage on his breath. He also had slurred and slowed
speech and his eyes were bloodshot. Sgt. Daniel Grossi and Police Officers Donovan Ortiz and
Shyenna Vega arrived on the scene to assist. A field sobriety test was conducted, after which
Vargas was arrested for driving while intoxicated. A search of his car located empty bottles of
beer. He was transported to Hoboken Police Headquarters and charged with driving while
intoxicated, reckless driving, leaving the scene of an accident, failure to exhibit insurance, and
having open containers of alcohol in a vehicle. As per John’s Law, Vargas was released into the
custody of a responsible party.
12. On August 24, 2025, at approximately 9:10 p.m., Police Officers Stephen Chowanec, Marvin
DeJesus, and Nicholas Losurdo responded to the Hoboken University Medical Center, 308
Willow Ave., on reports of someone making terroristic threats. An on-scene investigation
revealed a woman, identified as 33-year-old Samantha Buke of Jersey City, threatened to come
back and harm an employee. Burke was located in the waiting room and confirmed to be the
actor. A search incident to arrest of Burke located a foldable knife and scissors. She was charged
with making terroristic threats and released into the custody of the hospital. Additional charges
of unlawful possession of weapons and one count of the prohibition of certain individuals from
possession of weapons, were later placed on a warrant.
13. On August 24, 2025, at approximately 10:30 p.m., Police Officers Nicholas Losurdo and
Marvin DeJesus responded to the New Rochelle Park Police Department to transport 28-year-old
Zachary Nemiri of Bayonne who had an outstanding warrant out of Hoboken, for driving with a
suspended license to Hoboken Police Headquarters. He also had a warrant out of Bayonne.
Nemiri was released after posting bond.
14. On August 24, 2025, at approximately 10:30 p.m., Police Officers Jairo De La Cruz and
Leroy Sherrill were on patrol on the 300 block of Jackson Street when they saw a man later
identified as 23-year-old Ahmed Bryant of Hoboken, walk out of a store. They observed him try
to put money in his sock, but as he did, a small plastic bag with a white powdery substance,
believed to be CDS, fell out. Bryant was arrested and transported to Hoboken Police
Headquarters. A search located one pill later identified as the prescription drug, Oxycodone. He
was charged with possession of CDS and possession of certain prescription drugs. He was
processed and ultimately transported to the Hudson County Correctional Facility.
15. On August 26, 2025, at approximately 11:05 a.m., Police Officer Aaron Font, at Hoboken
Police Headquarters, took a report of a package theft that had occurred two days prior on the 900
block of Bloomfield Street. A follow-up investigation by Det. Fabian Quinones identified the
actor as 34-year-old Armando Torres of Jersey City. Later that day, the Detective and Police
Officer Anthony Azzoline were on patrol in the area of Fifth and Clinton Street when they
observed Torres and placed himi under arrest. A search incident to arrest found him to be in
possession of a cylindrical glass pipe with a burnt end stuffed with copper mesh. He was
transported to Hoboken Police Headquarters and charged with theft of packages and possession
of drug paraphernalia. After being processed, he was transported to the Hudson County
Correctional Facility.
16. On August 26, 2025, at approximately 11:30 a.m., Police Officers Christopher Barral and
Teddy Santiago responded to Harrison Police Headquarters to pick up 41-year-old Anthony Iorio
of Jersey City, who was in their custody and had a warrant out of Hoboken for shoplifting. He
was transported to the Hudson County Correctional Facility.
17. On August 26, 2025, at approximately 1:55 p.m., Police Officer Harry Montalvo was flagged
down by an individual who informed him there was a shoplifting going on at Lululemon, 313
Washington St. An individual, later identified as 18-year-old Khaleel Brown of Brooklyn, and a
juvenile were stopped inside the store and found to be shoplifting. Police Officer Arturo
Gonzalez arrived on the scene and observed a vehicle outside with the engine running. The
driver, later identified as 19-year-old Achilles Desmangles of Brooklyn, refused to provide
driving credentials. The officer could see, inside the car, multiple pieces of aluminum foil, often
used to cover up anti-theft devices. Sgt. James Barbro, Det. Fabian Quinones, Det. Nicholas
Protopapadakis, and Police Officers Jessica Pizanie, Ramon Estrella, and Marco Grosmann also
responded to the scene. An on-scene investigation confirmed the two individuals located in the
store had come out of the vehicle outside. All three were arrested and transported to Hoboken
Police Headquarters. Brown was charged with employing a juvenile for the commission of a
crime, conspiracy to commit shoplifting, and shoplifting. Desmangles was charged with
employing a juvenile for the commission of a crime, conspiracy to commit shoplifting, and
shoplifting. Both adults were released with their summonses. The juvenile was charged with
juvenile delinquency shoplifting and conspiracy to commit shoplifting and was released into the
custody of a guardian.
18. On August 26, 2025, at approximately 5:40 p.m., Sgt. Harold Milne, and Police Officers
Ryan Capogna, William Vera, and Thomas Graziano were on patrol in the area of Third and
Bloomfield Streets when they observed an individual they could identify as 51-year-old Shawn
Carter of Jersey City, and suspected him to have an open warrant. The warrant for defiant
trespassing was confirmed, and Carter was arrested. He was transported to Hoboken Police
Headquarters for processing, after which he was transported to the Hudson County Correctional
Facility.
19. On August 26, 2025, at approximately 6:10 p.m., Police Officers Anthony Ingraffia and
Mark Mooreman, responded to the area of Second and Monroe Streets on reports of someone
punching and striking a window to a nearby establishment. The reports were unfounded. A
vehicle that fit the description of one involved in the report was spotted on the 300 block of
Jackson Street. It was discovered that the registration of the owner’s license was suspended. The
car was pulled over and officers approached the driver, later identified as 39-year-old Robert
Romero of North Bergen, who did not have a driver’s license with him. It was confirmed
Romero’s license was suspended. During an investigation, officers observed multiple opened
beer cans in the floor of the backseat. Det. Fabian Quinones and Police Officers Anthony
Azzoline, Ramon Calderon, and Leroy Sherill arrived on the scene to assist. A field sobriety test
was performed, after which Romero was arrested for driving while intoxicated. He was
transported to Hoboken Police Headquarters where he refused to submit breath samples. He was
charged with driving while intoxicated, failure to exhibit a driver's license, registration, or
insurance, unregistered vehicle, suspended license or registration, and refusal to submit breath
samples. After being processed, as per John’s Law, Romero was released into the custody of a
responsible party.
20. On August 27, 2025, at approximately 5:10 p.m., Sgt. William Collins and Police Officer
Nicholas Protopapadakis responded to the 600 block of Willow Avenue to arrest Zachary
Querrazzi on an active warrant for aggravated assault. He was transported to Hoboken Police
Headquarters where he was processed and ultimately taken to the Hudson County Correctional
Facility. Querrazzi was found to be the actor in an incident at McSwiggan’s Pub, 110 First St.,
during which he grabbed another man from behind, rendered him unconscious, and then left the
scene. A follow up investigation by Police Officer Anthony Ingraffia identified Quierrazzi as the
actor and a warrant was issued, leading to his arrest on Aug. 27.
