Torin W. Halvorsen
Passaic County Prosecutor Camelia M. Valdes and Prospect Park Police Chief William Rausch
announce the arrest of Torin W. Halvorsen, age 21, from South Hackensack, New Jersey. Mr.
Halvorsen was charged on September 30, 2025, following an investigation conducted by the
Prospect Park Police Department. He was arrested without incident on October 1, 2025, in South
Hackensack, New Jersey.
Mr. Halvorsen is charged with one count of first-degree endangering the welfare of children –
permitting a child to engage in a recorded sexual act, in violation of N.J.S.A. 2C:24-4(b)(3); second-degree sexual assault, in violation of N.J.S.A. 2C:14-2(c)(4); second-degree luring, in violation of
N.J.S.A. 2C:13-6; third-degree endangering the welfare of a child – possession of child sexual abuse
material, in violation of N.J.S.A. 2C:24-4(b)(5)(b)(iii); and third-degree endangering the welfare of
a child – engaging in sexual conduct with a child, in violation of N.J.S.A. 2C:24-4(a)(1). It is alleged
that on several occasions in September 2024, Mr. Halvorsen engaged in sexual acts with a minor
child aged 13 to 15 while in Prospect Park and recorded one of the encounters.
The sentencing exposure on a endangering the welfare of a child pursuant to N.J.S.A. 2C:24-4(b)(3)
is ten to twenty years in New Jersey State Prison, with 85% of the term to be served before parole
eligibility pursuant to the No Early Release Act; on a second-degree sexual assault pursuant to
N.J.S.A. 2C:14-2(c)(4), it is five to ten years in New Jersey State Prison; on a second-degree luring,
it is five to ten years in New Jersey State Prison; on a third-degree endangering the welfare of a
child, it is three to five years in New Jersey State Prison. If convicted, Mr. Halvorsen would be
subject to Megan’s Law registration requirements and Parole Supervision for Life.
Mr. Halvorsen is currently in custody at the Bergen County Jail. The Passaic County Prosecutor’s
Office has filed a motion for pretrial detention, which will be scheduled before a superior court
judge.
A criminal complaint is merely an accusation. Despite this accusation, defendants are presumed
innocent unless and until proven guilty beyond a reasonable doubt.
