1. On Sept. 11, 2025, at approximately 5:15 p.m., Police Officers Alyssa Rivera and Joseph
Lupo responded to the intersection of 13th and Washington Streets on reports of a man making
threats to other people. They located the man, later identified as 40-year-old Tyrone Spencer of
Hoboken, at Pier 13, and he refused to leave the area. When he was told he could not continue to
cause a disturbance, Spencer threatened to knock someone out, and he approached officers in an
aggressive manner multiple times. Police Officer Jairo De La Cruz arrived to assist. Spencer
continued to act in an aggressive manner to other people in the area, threatening to knock them
out. He was placed under arrest for disorderly conduct and transported to Hoboken Police
Headquarters. He was processed and ultimately released on a summons.
2. On Sept. 12, 2025, at approximately 10:35 a.m., Police Officers Jessica Pizanie, Sean Sodora,
and Marc Lombardi responded to ShopRite, 900 Madison St., on reports of a shoplifting. An on-scene investigation revealed a woman, later identified as 34-year-old Priscilla Mendoza of Jersey
City, entered the liquor department and placed approximately $246.23 worth of liquor in a bag,
before leaving the department without paying for any of the bottles. A search incident to arrest
found her to be in possession of a glass cylindrical pipe. She was arrested and transported to
Hoboken Police Headquarters for processing on charges of shoplifting and possession of drug
paraphernalia. Mendoza was ultimately transported to the Hudson County Correctional Facility.
3. On Sept. 12, 2025, at approximately 2:30 p.m., the Hoboken Police Department’s Street
Crimes Unit was conducting an investigation into community complaints of ongoing narcotics
distributions on Hoboken Housing Authority (HHA) property on the 300 block of 13th Street,
when they observed two men later identified as 72-year-old Nelson Rosario of Hoboken and 22-
year-old Benny Figueroa of Union City, involved in the illegal sale of CDS. Figueroa was
arrested nearby, and a search incident to arrest located two white pills identified as oxycodone.
Figueroa was transported to Hoboken Police Headquarters and charged with possession of CDS
and defiant trespassing. After processing, Figueroa was transported to the Hudson County
Correctional Facility. Rosario was charged with distribution of CDS, distribution of CDS within
1,000 feet of a school zone, and distribution of CDS within 500 feet of public housing. He was
located and arrested at approximately 6:35 p.m., after which he was transported to Hoboken
Police Headquarters, processed, and ultimately taken to the Hudson County Correctional
Facility.
4. On Sept. 12, 2025, at approximately 8:15, Police Officers Michael Miranda and Adrian
Comayagua met with Union City Police Officers to take custody of 64-year-old Rodolfo Hung of
Union City. Hung was wanted in Hoboken on a warrant for theft. He was processed by Police
Officers David Smentkowski and Jairo De la Cruz before being transported to the Hudson
County Correctional Facility.
5. On Sept. 13, 2025, at approximately 1:40 p.m., Police Officers Rose Kanan and Harry
Montalvo were in the area of Third and Jackson Streets, when they saw a man they could
identify as 25-year-old Ramiro Quirola-Vergara of West New York and believed he had an
active warrant. They observed him enter a store, followed by another individual. He left a few
moments later and walked toward a parking lot on the 300 block of Harrison Street. When
officers approached, they found him holding several white wax folds in plain view, commonly
used to package CDS, as well as a cylindrical glass pipe with burnt edges. Quirola-Vergara was
placed under arrest and charged with possession of CDS and possession of drug paraphernalia.
The active warrant for possession of CDS and hindering, out of Hoboken, was confirmed. He
was ultimately remanded to the Hudson County Correctional Facility.
6. On Sept. 13, 2025, at approximately 10:15 p.m., Police Officers Vincent Guastini and Mark
Mooreman were on patrol on the 200 block of Harrison Street when they observed a vehicle
going at a high rate of speed. The vehicle made a right-hand turn without stopping at a posted
stop sign and drove the wrong way down a one-way street directly toward the patrol car. The
officers slowed down and honked the horn to signal the driver, but the other car side swiped the
patrol car. Officers activated their lights and sirens and approached the other vehicle. Sgt. Dennis
Figueroa and Police Officers Dylan Archilla, Matthew Bonanno, Joseph Lupo, and Rose Kanan
arrived to assist. The driver was identified as 49-year-old Loarty Polanco of Paterson, and she
was observed to have watery eyes and to be in a disoriented state. She was asked to step out of
the car and was given a field sobriety test, after which she was arrested for driving while
intoxicated. She was transported to Hoboken Police Headquarters where she refused to submit to
chemical breath testing. She was issued summonses for driving while intoxicated, refusal of
chemical breath testing, and driving the wrong way down a one-way street. As per John’s Law,
Polanco was released into the custody of a responsible party.
7. On Sept. 14, 2025, at approximately 12 a.m., Police Officers Anish Bhisey, David Chicara,
and Daniella Simone responded to Tally-Ho, 215 Washington St., on reports of a fight between
two groups. Sgt. John Quinones and Police Officers Daniella Simone, Arturo Gonzales, Donovan
Ortiz, Brandon Cappelluti, Carmen Benitez, Trevor Thomas, and Aiden Gonzales arrived on the
scene to assist. During the on-scene investigation, one of the people involved in the original
altercation, later identified as 30-year-old Antonio Vacca of Prospect Park, became increasingly
irate and belligerent toward officers, at one point lunging at and pointing his fingers in one of
their faces until other officers placed him under arrest. Vacca resisted and became combative
with officers who were able to arrest him. He was transported to Hoboken Police Headquarters
and charged with aggravated assault, resisting arrest, and disorderly conduct. He was processed
and ultimately released on a summons.
8. On Sept. 14, 2025, at approximately 2:45 p.m., Police Officers Christopher Barral and Elias
Colon responded to the 50 block of Paterson Ave., on reports of a man who entered a church and
threatened people inside. Upon arrival, they observed the individual, later identified as 31-year-old Jamal Parker of Jersey City, being held by people inside. An on-scene investigation
determined Parker entered the building, yelled derogatory names at others, took a fighting stance
against them, and then ran out. Further investigation revealed Parker was the actor in a similar
situation reported to police the week prior, during which he entered the building without
permission, threatened people inside, and was forced to leave. Sergeant Roary Miller and Police
Officers Daniel Barron and Tyrone Huggins arrived to assist. Parker was arrested for making
terroristic threats, transported to Hoboken Police Headquarters, processed and released with a
copy of his summons.
9. On Sept. 14, 2025, at approximately 5:55 p.m., Police Officers Rose Kanan and Bianca
Arroyo responded to ShopRite, 900 Madison St., on reports of a shoplifting. Store security had
the actor, identified as 60-year-old John Margolis of Hoboken, in custody. An on-scene
investigation revealed Margolis placed groceries into a cart and bag, but when he got to the self-checkout, he only paid for some of the items. He was stopped by security at the exit. It was
discovered that he had three active warrants out of Jersey City. He was released on the scene
with a new court date.
10. On Sept. 14, 2025, at approximately 7:15 p.m., Police Officers Rose Kanan and Bianca
Arroyo were in the area of Third and River Streets when they observed a passenger in a vehicle
slumped over. They followed the car to determine if the passenger needed medical attention, and
as they got closer, they observed the driver had droopy eyes, and his head was bobbing back and
forth, appearing to be under the influence. Officers pulled over the car, and as they approached
the driver’s side, detected a strong odor of alcoholic beverage emanating from the car. The
driver, identified as 30-year-old Juan Amaya of Union Township, was instructed to step out of
the car and a field sobriety test was administered, after which Amaya was arrested for driving
while intoxicated. He was transported to the Hoboken Police Headquarters and received a
summons for driving while under the influence and reckless driving. He was also found to have
an active warrant out of Harrison. As per John’s Law, Amaya was released into the custody of a
responsible party.
11. On Sept. 14, 2024, at approximately 10:50 p.m., Police Officers David Smentkowski and
Keven De La Cruz were on patrol and observed a vehicle parked backwards on Newark Street,
near Hudson Street. They approached the car and asked the driver, later identified as 26-year-old
Alan Ramos of Cliffside Park, for his identification, which he struggled to retrieve. He also
struggled to maintain his balance when he was asked to get out of the vehicle. Police Officer
Zackary Guido arrived to perform a field sobriety test, after which Ramos was arrested for
driving while intoxicated. A search of his vehicle located a vape containing suspected cannabis.
He was transported to Hoboken Police Headquarters and issued a summons for driving while
intoxicated, going the wrong way down a one-way street, and open/unsealed intoxicant. As per
John’s Law, Ramos was released into the custody of a responsible party.
12. On Sept. 15, 2025, at approximately 1:15 a.m., Police Officer Donovan Ortiz was on patrol
and conducted a random plate inquiry on a vehicle near the area of Fourth and Grand Streets. It
was determined the registration associated with the vehicle. The driver, Kristen Rossy, was
pulled over and it was confirmed she did not have valid registration or insurance. It was
discovered she had an active warrant for her arrest out of Sussex County. She was arrested and
transported to Hoboken Police Headquarters where she was issued summonses for operating an
unregistered vehicle and failing to exhibit valid motor vehicle insurance. She was ultimately
released into the custody of Sussex County Sherrif’s Officers, who transported her for further
processing there.
13. On Sept. 15, 2025, at approximately 12:45 p.m., Detectives with the Hoboken Police
Department’s Street Crimes Unit observed what appeared to be a narcotics transaction between
two individuals, involving a cigarette dipped in phencyclidine (PCP) on the 300 block of Jackson
Street. A short time later, they located both men, identified as 42-year-old Kevin Salamanca of
North Arlington and 29-year-old Marquis Praylow of Hoboken, nearby. Salamanca was found to
be in possession of a cigarette soaked in PCP. Praylow, who fled when he saw officers, was seen
discarding an item as he ran away. After he was placed under arrest, officers located a bottle
containing 22 wax-like folds and a small jar containing a gold liquid, suspected to be PCP,
nearby. A search incident to arrest also recovered $148 in small denominations, consistent with
narcotics transactions. Both individuals were transported to Hoboken Police Headquarters, where
they were processed on multiple charges of CDS distribution and possession, including within a
school zone. Salamanca and Praylow were ultimately transported to the Hudson County

14. On Sept. 15, 2025, at approximately 6:10 p.m., Police Officer Rose Kanan was in the area of
Washington and Newark Streets, when she observed a man, she could identify as 48-year-old
Hassan Santiago of Hoboken and believed him to have an active warrant out of Hoboken. Police
Officers Alexander Miller and Mark Mooreman responded to the scene to assist. The warrant in
connection to a package theft reported on April 12, and a follow-up investigation by Police
Officers Joshua Campoverde which identified Santiago as the actor, was confirmed, and he was
placed under arrest. He was transported to Hoboken Police Headquarters, processed on the
warrant, and ultimately taken to the Hudson County Correctional Facility.
15. On Sept. 15, 2025, at approximately 7:25 p.m., Sgt. Harold Milne, Sgt. John Quinones, and
Police Officers Adrian Comayagua, Michael Miranda, Ryan Capogna, Mario Rodriguez, and
Thomas Graziano responded to the 200 block of Clinton Street, on reports of a man who got into
a private backyard and was trying to break into an apartment. When they arrived, officers located
the individual, later identified as 20-year-old Anthony Diaz of Hoboken, and found him to be in
possession of a knife. An on-scene investigation determined Diaz had banged on, and kicked, the
door to an apartment yelling at the person inside. Diaz was arrested and transported to Hoboken
Police Headquarters where it was discovered he had a prescription pill bottle, belonging to
someone else. He was charged with criminal attempt, burglary, and possession of prescription
legend drugs. It was discovered he had a warrant from Hudson County. He was ultimately
transported to the Hudson County Correctional Facility.
16. On Sept. 16, 2025, at approximately 5:40 p.m., Police Officers Rose Kanan and Matthew
Bonanno responded to the Bergen County Jail, to take custody of 37-year-old Eric Ingold of
Edgewater, who was arrested in Bergen County, and found to have an active warrant out of
Hoboken for possession of drug paraphernalia and shoplifting. He was also found to have a
warrant out of Kearny. Ingold was transported to Hoboken Police Headquarters, processed, and
ultimately transported to the Hudson County Correctional Facility.
17. On Sept.16, 2025, at approximately 11:20 p.m., Police Officers David Smentkowski and
Brian Kim were in the area of the 9th Street Light Rail when they observed 39-year-old Michael
Moya of Jersey City, who they knew had a warrant out of Hoboken for theft of a motor vehicle.
The theft occurred on July 27, 2025, on the 100 block of Clinton Street. A follow-up
investigation, led by Det. Jesse Castellano identified Moya as the actor. On Sept. 16, while
waiting for the warrant to be confirmed, officers noticed a small pocketknife in his pocket which
they secured. The warrant was confirmed, and Moya was arrested. A search found him to be in
possession of a glass cylindrical pipe burnt at one end. He was transported to Hoboken Police
Headquarters and additionally charged with possession of drug paraphernalia. After being
processed on the drug charges and the warrant, he was transported to the Hudson County
Correctional Facility.
18. On Sept. 17, 2025, at approximately 8:10 p.m., Police Officer Kyle Seper was outside of
Hoboken Police Headquarters, 106 Hudson Street, when he observed a vehicle parked and
unoccupied, blocking a fire hydrant across the street. It was determined that the owner of the
vehicle had a suspended driver's license, as well as an outstanding warrant out of Jersey City. As
the officer was writing up a summons, an individual walked up to the car and got into the driver's
seat. The individual, identified as 25-year-old Diamond Wilson of Bayonne, was confirmed to be
the registered owner. She was escorted into Hoboken Police Headquarters, issued a summons for
blocking the hydrant, given a new court date for the Jersey City warrant, and released from
custody.
