Bergen County Prosecutor Mark Musella announced the arrests of 34-year-old EMMANUEL ALMONTE of the Bronx, NY; 23-year-old JENDER A. SANTOS ULLOA of the Bronx, NY; 23-year-old MAROLYN E. MOSQUEA FERNANDEZ of the Bronx, NY; and 21-year-old ARMANDO CUEVAS CEPEDA of the Bronx, NY, on charges stemming from an armed carjacking and robbery in Teaneck, NJ. The arrests are the result of a lengthy investigation conducted by the Bergen County Prosecutor’s Office, under the direction of Chief Matthew Finck, and the Teaneck Police Department, under the direction of Chief Andrew R. McGurr.
On Sunday, August 3, 2025, at approximately 5:00 a.m., the Teaneck Police Department responded to an armed carjacking of two Teaneck residents on Palisade Avenue. Responding officers discovered that the victims had just returned home from New York City. After they pulled into their driveway, a white-colored Acura TLX pulled up, blocked the driveway, and two masked suspects who were armed with handguns ordered the victims to lay face down. Cash and jewelry were removed from the victims while one of the suspects stole the victim’s vehicle. Both the Acura TLX and the victim’s stolen SUV fled the scene. The Bergen County Prosecutor’s Office Special Investigations Squad was notified, responded to the scene, and initiated a joint investigation with the Teaneck Police Department.
During a months-long investigation that followed, detectives determined that the white Acura TLX was bearing a stolen New Jersey license plate, and it was suspected in other incidents throughout the region. Upon further investigation, detectives from the Bergen County Prosecutor’s Office Special Investigations Squad and the Teaneck Police Department were able to identify EMMANUEL ALMONTE, JENDER SANTOS ULLOA, MAROLYN MOSQUEA FERNANDEZ, and ARMANDO CUEVAS CEPEDA as the suspects responsible for the armed carjacking and robbery.
Accordingly, EMMANUEL ALMONTE, JENDER SANTOS ULLOA, MAROLYN MOSQUEA FERNANDEZ and ARMANDO CUEVAS CEPEDA were each charged with: one count of first-degree armed carjacking, N.J.S.A. 2C:15-2a(2); two counts of first-degree armed robbery, N.J.S.A. 2C:15-1a(1); one count of second-degree unlawful possession of a weapon, N.J.S.A. 2C:39-5b(1); and one count of second-degree possession of a weapon for an unlawful purpose, N.J.S.A. 2C:39-4a(1).
On Friday, October 24, 2025, with the assistance of the Paterson Police Department, JENDER SANTOS ULLOA was located and arrested in Paterson, NJ. He was remanded to the Bergen County Jail, where he is currently detained, pending trial.
On Thursday, October 30, 2025, with the assistance of the Fort Lee Police Department, ARMANDO CUEVAS CEPEDA was located in Fort Lee, NJ and taken into custody. He was also lodged in the Bergen County Jail, where he is currently detained, pending trial.
On Thursday, November 13, 2025, EMMANUEL ALMONTE, who was already in police custody in New York City for an unrelated offense, was served by detectives from the Bergen County Prosecutor’s Office Special Investigation Squad with criminal charges in relation to this incident. ALMONTE remains in the custody of the New York City Department of Correction – Rikers Island Jail, pending extradition to Bergen County, NJ.
On Friday, November 21, 2025, with the assistance of the Federal Bureau of Investigation (“FBI”) Safe Streets Task Force, MAROLYN MOSQUEA FERNANDEZ was located in the Bronx, NY and arrested without incident. MOSQUEA FERNANDEZ remains in the custody of the New York City Department of Correction – Rikers Island Jail, pending extradition to Bergen County, NJ.
Prosecutor Mark Musella states that the charges are merely accusations, and that the defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt. Prosecutor Musella thanks the Teaneck Police Department for their assistance with this months-long investigation.
