Hoboken Police Arrest Blotter: November 13 to November 29, 2025

1. On Nov. 13, 2025, at approximately 2:25 p.m. Sgt. Adam Colon was approached by an employee of CVS, 59 Washington St., who told him an individual had just shoplifted a pair of sunglasses from inside the store. The employee pointed out the individual, later identified as 48- year-old Terence Sheppard of Bayonne, who was sitting on the steps of a nearby building holding a pair of sunglasses. Police Officers Jessica Pizanie and Frank Lombardo, responded to assist, along with two New Jersey Transit Police Officers. Sheppard was arrested and transported to Hoboken Police Headquarters for processing on shoplifting charges. He was ultimately transported to Hudson County Correctional Facility.

2. On Nov. 14, 2025, at approximately 1:45 p.m., Police Officers Adrian Comayagua and Michael Miranda were on patrol in the area of Seventh Street and Harrison Street when they were flagged down by a passerby who reported a vehicle in the middle of the roadway, blocking traffic. They approached the car, which was parked, and the driver, later identified as 37-year-old Jon Allison of Hoboken, was in the driver's seat. Allison couldn’t explain why he was parked in the middle of the street, and had trouble providing officers with his license, registration, and insurance documents. Officers observed a strong chemical odor emitting from his breath, consistent with phencyclidine. Sgt. Harold Milne arrived to conduct a field sobriety test, after which Allison was arrested for driving under the influence. He was transported to Hoboken Police Headquarters and issued a summons for driving while intoxicated, reckless driving, and obstructing the passage of other vehicles. As per John’s Law, he was later released into custody of a responsible party.

3. On Nov. 14, 2025, at approximately 3 p.m., Capt. David Olivera was working an outside employment job in the area of Monroe Street and Newark Street when he observed an individual he could identify as 52-year-old Diane Luciano of Hoboken, and knew she had a warrant. Sgt. Michael Straten and Det. Ray Calderon also responded, and the three stopped Luciano. Sgt. Adam Colon and Police Officer Jessica Pizanie arrived on the scene to assist. A warrant was confirmed in connection to two separate shopliftings at ACME, 614 Clinton St., one on Nov. 11 and another on Nov. 13. Luciano was also charged with defiant trespassing, as she had been told prior to both incidents, that she wasn’t allowed inside the store anymore. Luciano was ultimately processed at Hoboken Police Headquarters and transported to the Hudson County Correctional Facility.

4. On Nov. 14, 2025, at approximately 6 p.m., Police Officer Dylan Archilla conducted a motor vehicle stop on the 1300 block of Washington Street, after a vehicle made an illegal right on red. The driver, later identified as 37-year-old Wilson Caisaguano of New York City, refused to hand over his registration and insurance documents. He was arrested for obstructing the administration of law and transported to Hoboken Police Headquarters where he was also issued a summons for failure to observe a traffic control signal. After processing, he was released from custody.

5. On Nov. 16, 2025, at approximately 2 a.m., Sgt. Wilfredo Gomez observed a dispute on the 50 block of Hudson Street, during which an individual, later identified as 31-year-old Shaquasia James of Garfield was seen striking another person with a closed fist. Sgt. Michael Stratten and Police Officers Jaydan Gonzalez, Ahmed Makshat, David Smentkowski, Brandon Cappelluti, Carmen Benitez, Rose Kanan, and Matthew Bonnano arrived to assist. James was arrested for simple assault and transported to Hoboken Police Headquarters. After processing, she was released on summons.

6. On Nov. 16, 2025, at approximately 3 a.m., Police Officers Brandon Cappelluti and Carmen Benitez responded to McDonald’s, 234 Washington St., on reports of a verbal argument, during which someone threatened to shoot someone else. They located an individual, later identified as 26-year-old Mykel Rivera of North Plainfield, who fit the description of the actor. Police Officers David Smentkowski and Stephen Chownec arrived to assist. An on-scene investigation revealed Rivera walked into the restaurant and began arguing with a group of patrons and then stated, “I’m going to shoot you,” while gesturing as if he had a firearm. Rivera was arrested for making terroristic threats and transported to Hoboken Police Headquarters. After processing, he was released on summons.

7. On Nov. 16, 2025, at approximately 3:45 a.m., Police Officers Matthew Bonanno and Rose Kanan were on patrol near the intersection of Third and Clinton Streets, when they observed a vehicle driving at a high rate of speed, and swerve. They pulled the car over, and approached the driver, identified as 23-year-old Keyla Riquetti of Belleville. The officers detected an odor of an alcoholic beverage emanating from the vehicle. Riquetti slurred her words and had bloodshot eyes. A field sobriety test was conducted, after which Riquetti was arrested for driving while intoxicated. She was transported to Hoboken Police Headquarters where she refused to provide a breath sample. She was issued a summons for driving while intoxicated, reckless driving, refusal to submit breath samples. As per John’s Law, she was released into custody of a responsible party.

8. On Nov. 16, 2025, at approximately 5:30, Police Officers Christopher Soto and Alexander Miller responded to the Woodbridge Police Department, to take custody of 25-year-old Ahmed Romer of Irvington, who had warrants out of Hoboken for trespassing and shoplifting. After being transported to Hoboken Police Headquarters for processing, Romer was transported to the Hudson County Correctional Facility.

9. On Nov. 16, 2025, at approximately 9:10 p.m., Police Officers Matthew Bonanno and Michael Chen were on patrol on the 100 block of Marshall Drive, when they observed a vehicle facing the wrong way. They located the driver, later identified as 61-year-old Tirson Ramos of Union City, sleeping in the front seat. Ramos was woken up and couldn’t produce his documents. He was also observed to be slurring his words. Police Officers Enrico Gnassi and Dylan Archilla arrived on the scene, and a standardized field sobriety test was conducted, after which Ramos was arrested for driving while intoxicated. A search of his car located a shot bottle of Jagermeister. He was transported to Hoboken Police Headquarters and charged with driving while intoxicated, reckless driving, parking on the sidewalk, and having an unsealed container of alcohol in a vehicle. As per John’s Law, Ramos was released into custody of a responsible party.

10. On Nov. 17, 2025, at approximately 7:25 p.m., Police Officers Mark Mooreman and Michael Chen responded to ACME, 614 Clinton St., regarding a shoplifting where the actor had already left the store. An on-scene investigation identified the actor as 52-year-old Diana Luciano of Hoboken and she was located by Police Officers Harry Montalvo and Alexander Miller, on the 200 block of Jackson Street. A search located a cylindrical glass tube with burnt ends. Luciano was charged with shoplifting and possession of drug paraphernalia. She was transported to Hoboken Police Headquarters for processing and ultimately taken to the Hudson County Correctional Facility.

11.On Nov. 18, 2025, at approximately 11:20 a.m., Police Officer Daniel Barron processed the arrest of 50-year-old Peter Diaz of Hoboken, who walked into Hoboken Police Headquarters. He was wanted in connection with a theft in August. An investigation by Hoboken Police identified Diaz as the actor. After being processed, Diaz was released from police custody.

12. On Nov. 19, 2025, at approximately 4:35 p.m., Police Officers Leroy Sherrill and Roberto Cuevas responded to ShopRite, 900 Madison St., on reports of a shoplifting. An on-scene investigation revealed the actor, later identified as 26-year-old Welfresdo Tera of Union City, was seen putting approximately $189 in meat items into a bag, and then try to leave without paying. He was stopped by store security and detained until police arrived. Tera was arrested for shoplifting and a search incident to arrest located a glass pipe with burnt ends. He was transported to Hoboken Police Headquarters, where he provided a false name. He was charged with shoplifting, possession of drug paraphernalia, and hindering, processed, and then released on summons.

13. On Nov. 19, 2025, at approximately 6:10 p.m., Police Officers Valentino Salgado and Shyenna Vega responded to the Hoboken Shelter, 300 Bloomfield St., on reports of a disorderly person inside. The actor, later identified as Danielle Johnson, had left by the time the officers arrived. They located her outside of the building and told her she couldn’t go back inside the shelter. Sgt. Francis McCourt and Police Officer Alexander Miller arrived to assist. Johnson spat at one of the officers, and she was arrested. She was transported to Hoboken Police Headquarters and processed charges of throwing bodily fluids at law enforcement officers. She was ultimately transported to the Hudson County Correctional Facility.

14. On Nov. 19, 2025, at approximately 10:30 p.m., Police Officer Mario Rodriguez was on patrol on the 600 block of Sixth Street and saw a man he could identify as 39-year-old Michael Moya of Jersey City, who had a warrant for his arrest. Warrants out of Secaucus and Hudson County were confirmed, and Moya was arrested. Police Officers Leroy Sherrill, Alexander Miller, and Marvin DeJesus arrived to assist. A search incident to arrest located suspected CDS in separate plastic bags. He was transported to Hoboken Police Headquarters and further charged with possession of drug paraphernalia and possession of CDS. After being processed, Moya was transported to the Hudson County Correctional Facility.
