The Fairfield Police Department announces the arrest of Seaf Alswelim (20) of Totowa N.J. for eluding police and a variety of motor vehicle offenses on December 12, 2025. On that date, at approximately 9:21 PM, Officer Louis Bisciotti was running stationary radar on Route 46 East when he observed a white BMW allegedly traveling east at a high rate of speed. The officer’s radar indicated the vehicle to be traveling 85 mph in a 50 mph zone.
At this time, Officer Bisciotti pulled out and attempted to catch up with the BMW. Corporal David Lagan, who had another vehicle stopped on Route 46 East, was able to obtain the license plate of the BMW as it passed his location. Officer Bisciotti caught up with the BMW near the interchange near the Willowbrook Mall in traffic.
He activated his emergency lights and sirens in an attempt to signal the driver of the vehicle to stop. It is alleged that the BMW then quickly accelerated. It drove over a curb, off the roadway and cut across to the right most lane, almost losing control of the vehicle. Officer Bisciotti lost sight of the BMW and a radio broadcast to area police departments was made.
A short time later, a Lincoln Park police officer located the same BMW on the shoulder of Route 80 East near mile marker 54. The vehicle had heavy damage, and it was unoccupied. It is alleged that officers found a social security card on the ground near the BMW in the name of the suspect. It was later learned that the BMW collided with another vehicle in Wayne near the Essence motel.
A search for the suspect was undertaken by police officers from Fairfield, Wayne, the New Jersey State Police, and K-9 units from the Essex and Passaic County Sheriff’s Department. It is alleged that witnesses provided police with a description of a suspect.
While this search was being conducted, Fairfield Detectives Daniel Moran and Michael Tilton responded to a residence in Totowa that was associated with the registered owner of the BMW.
While at this location, the detectives developed information that led them to the McBride Food Mart and Lottery, located at 500 McBride Avenue in Woodland Park. It was there that they contacted Alswelim who allegedly had fresh lacerations on his right hand that were still bleeding and was also in the same clothing that the suspect was seen wearing by witnesses. In addition, family members confirmed he was the principal operator of the BMW.
Alswelim was placed under arrest and transported to Fairfield police headquarters for processing. In addition to being charged with eluding police, he was also charged with speeding, reckless and careless driving and five other motor vehicle violations. He was eventually released from custody with an initial court appearance in the superior court in Newark on January 29, 2026.
