JOB SUMMARY: The Municipal Recycling Inspector supports the Town of Secaucus in achieving its
sustainability goals by ensuring compliance with local and state recycling regulations. This position reports
directly to the Environmental Department for guidance on recycling best practices, policies, and
enforcement strategies, and collaborates with the Department of Public Works to address collection issues
and maintain accurate records and reports.
ESSENTIAL JOB FUNCTIONS include the following. (Other duties may be assigned)
- Operate town-issued tablets or mobile devices to access route assignments, log inspection results in
real-time, and capture digital photographic evidence of code violations.
- Conduct early-morning inspections of recycling routes to ensure proper set-out, compliance, and
collection practices.
- Issue educational tags, warnings, or violation notices for non-compliant properties as directed by
the Environmental Coordinator.
- Identify and report contamination, improper setouts, or missed pick-ups to the Environmental
Coordinator and relay necessary collection data to the DPW.
- Maintain accurate records and logs of recycling activities, complaints, issues, and resolutions using
the Town’s municipal code enforcement software
- Prepare simple reports or summaries for the Environmental Coordinator and Superintendent of DPW
on recycling participation and problem areas.
- Distribute recycling containers, labels, and informational flyers as needed.
- Monitor recycling drop-off locations and containers to ensure they are clean, accessible, and
properly used.
- Observe and report any safety hazards, property damage, illegal dumping, or ordinance violations
encountered while in the field.
- Operate a municipal vehicle in a safe and responsible manner in accordance with Town policies
and traffic laws.
QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each

- Appointees must have a valid driver's license issued by the New Jersey Division of Motor Vehicles.
Have a driving record free of any major motor vehicle convictions for the last three (3) years.
- High school diploma or equivalent required.
- Technology Proficiency: Demonstrated ability to use tablets (iPad/Android), smartphones, and
mobile applications for field reporting. Ability to type notes, use GPS mapping, and upload photos
in a cloud-based environment.
- Prior experience in public works, recycling, sanitation, or environmental services preferred but not
required.
- Ability to communicate clearly and professionally with residents, coworkers, and supervisors.
- Strong customer service skills and a courteous, helpful attitude when dealing with the public.
- Ability to follow written and verbal instructions and work with minimal supervision. Ability to work
outdoors in varying weather conditions (heat, cold, rain, etc.).
- Strong attention to detail and ability to keep accurate records.
PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met
by an employee to successfully perform the essential functions of this job. While performing the duties of this
job, the employee is frequently required to sit; use hands to finger, handle, or feel objects, tools, or controls;
reach with hands and arms; and talk and hear. The employee is occasionally required to stand and walk.
The employee must occasionally lift and/or move up to 10 pounds.
WORK ENVIRONMENT: This position requires frequent travel throughout the assigned area, with most of the
workday spent driving to various town locations. Employees must be comfortable working independently in
the field and navigating different neighborhoods and facilities. Work may involve exposure to varying
weather conditions, traffic, and occasional physical activity such as entering and exiting a vehicle, walking
short distances, or conducting onsite inspections. Administrative tasks, documentation, and reporting may
be completed from a mobile device, vehicle, or office setting. Compliance with all safety and driving
regulations is essential.
