
1. On Dec. 18, 2025, at approximately 2:20 a.m., Police Officers Donovan Ortiz and Anthony
Olivera were in the area of First Street and Willow Avenue when they saw a vehicle driving at a
high rate of speed and then fail to come to a complete stop at a stop sign. Sgt. Michael Straten
pulled the vehicle over on the 300 block of Newark Street. The driver, later identified as 36-year-old Fabian Liliguin of Jersey City, was observed to have slurred speech and the odor of an
alcoholic beverage emanating from his body. He was ordered out of the car, and a standardized
field sobriety test was performed, after which Liliguin was arrested for driving while intoxicated.
A search of his car located a glass pipe with a burnt end and a white ripped wax fold. He was
transported to Hoboken Police Headquarters where he refused a breath test. He was issued a
summons for possession of drug paraphernalia, driving while intoxicated, refusing to submit to
breath testing, careless driving, and failure to stop at a stop sign. As per John’s Law, Liliguin
was released into the custody of a responsible party.
2. On Dec. 18, 2025, at approximately 10:30 a.m., Police Officer Arturo Gonzalez was at
Hoboken Municipal Court, 94 Washington St., to take custody of 44-year-old Phillip Steed of
Hoboken after was sentenced to the Hudson County Correctional Facility by the court, and he
was placed under arrest. Steed was transported to Hoboken Police Headquarters for processing,
before ultimately taken to the Hudson County Correctional Facility.
3. On Dec. 18, 2025, at approximately 10:50 a.m., Police Officers Daniel Barron and Remy
Garcia-Marte responded to the area of 10th and Washington Streets, on reports of a person
approaching and screaming at other pedestrians. Officers located the individual standing in the
middle of Washington Street, blocking a car near 13th Street and yelling at the driver. They
recognized him as 51-year-old Cheuy Quintana of Hoboken and advised him to move out of the
street, but he refused and instead yelled at officers. Sgt. Roary Miller and Police Officers Tyrone
Huggins and Joseph DiMartino arrived on the scene to assist. Quintana continued to yell and
scream at cars driving past. Hoboken Volunteer Ambulance Corps arrived on the scene and
transported him to an area hospital where Quintana was ultimately released with a summons for
interference with transportation.
4. On Dec. 18, 2025, at approximately 12 p.m., Sgt. Roary Miller and Police Officers William
Vera, Tyrone Huggins, and Daniella Simone responded to the intersection of Fourth Street and
Willow Avenue on a possible medical call. Upon arrival, officers recognized the caller as 46-
year-old Shamsid Barnes of Newark, and it was discovered that he had an active warrant from
Newark. He was provided a new court date and released.
5. On Dec. 18, 2025, at approximately 1:40 p.m., Police Officer Alexander Miller was working
was an outside employment detail on the 900 block of Madison Street when he observed an
individual who matched the description of a robbery suspect. Police Officer Rose Kanan arrived,
and the officers approached the man, later identified as 41-year-old Luis Chapotin of Rochester,
NY, and the warrant for shoplifting was confirmed. Chapotin was arrested, transported to
Hoboken Police Headquarters, processed, and then taken to the Hudson County Correctional
Facility.
6. On Dec. 18, 2025, at approximately 3:25 p.m., Police Officers Michael Chen, Daniella
Simone, and William Vera responded to 2nd Street USA, 200 Washington St., on reports that an
actor in a shoplifting the day before, had returned to the store. Officers located the individual
inside the store, and he was later identified as 46-year-old Ramon Diaz of Hackensack. An
investigation revealed that Diaz was involved in shoplifting on Dec. 17, where all three actors
left the scene prior to police arriving. The other two individuals were arrested shortly after the
incident. Diaz was arrested and transported to Hoboken Police Headquarters where he was
processed on shoplifting charges. He was released on summons with a court date.
7. On Dec. 19, 2025, at approximately 5 p.m., Police Officers Christopher Barral, Matthew
Bonanno, and John Rodriguez responded to the area of Third and Monroe Streets on reports of
two people possibly using narcotics. When they arrived, they located two individuals who
matched the caller's description in a vestibule on the 300 block of Monroe Street. As officers
approached, one of the men, later identified as 40-year-old James Mari of Jersey City, placed
something on the ground, which officers could identify as a cylindrical rod with a burnt end.
Officers saw a second glass cylindrical rod by the feet of the other man, later identified as 59-
year-old Jason Williams of Jersey City. Sergeants Roary Miller and Dennis Figueroa, and Police
Officers Enrico Gnassi and John Rodriguez, arrived on the scene to assist. Both men were
arrested. A search incident to arrest located multiple loose pills in Williams’ pockets. They were
both transported to Hoboken Police Headquarters. Mari was charged with possession of drug
paraphernalia. Williams was charged with possession of prescription legend drugs and
possessions of drug paraphernalia. After processing, Williams was released from custody on a
summons, and Mari was ultimately transported to the Hudson County Correctional Facility.
8. On Dec. 19, 2025, at approximately 6:35 p.m., Police Officers Alexander Miller, Michael
Chen, and Marc Mooreman responded to the area of 12th Street and Willow Avenue on reports
of someone pulling car door handles in an attempt to gain access into the cars, as well as trying
to enter building vestibules. Officers located a man who matched the description of the actor near
the intersection of 12th and Clinton Streets and stopped him. He was identified as 36-year-old
Eliseo Souchet of Hoboken. An on-scene investigation revealed Souchet had attempted to enter a
car that was running in front of the rightful owner but was unsuccessful. He was arrested and
transported to Hoboken Police Headquarters where he was processed on charges of criminal
attempt and theft. Souchet was ultimately released from police custody with a summons.
9. On Dec. 19, 2025, at approximately 8:50 p.m., Police Officer Marvin De Jesus was driving on
Jefferson Street when he observed a vehicle not come to a complete stop at a stop sign. He pulled
the vehicle over and approached the driver, who was identified as 48-year-old Simeon Hill of
Paterson, and was not the registered owner of the vehicle. It was discovered Hill had a warrant
out of the Union County Sheriff’s Office, and he was arrested. He was transported to Hoboken
Police Headquarters, processed, and ultimately taken into custody by Union County Sheriff
Officers.
10. On Dec. 20, 2025, at approximately 12:20 a.m., Police Officer David Smentkowski was
flagged down by an individual who reported a possibly drunk driver who hit a pole on the 50
block of Washington Street. The officer observed a vehicle parked with the front bumper in the
roadway. The driver, later identified as 37-year-old Boubacar Barry of the Bronx, was standing
outside the vehicle, and his eyes were observed to be glassy and blood shot. Police Officers
Michael Miranda, Zackary Guido, and Jaydan Gonzalez arrived on the scene to assist. An on-scene investigation revealed Barry had struck a gate and security tower, which was pushed
towards the sidewalk. A field sobriety test was performed, after which Barry was arrested for
driving while intoxicated. A search of his vehicle located one open, and almost empty, bottle of
whiskey as well as an unopened plastic bag of cannabis. He was transported to Hoboken Police
Headquarters and issued a summons for driving while intoxicated, open alcoholic container in a
motor vehicle, and reckless driving. As per John’s Law, he was released into the custody of a
responsible party.
11. On Dec. 20, 2025, at approximately 9 a.m., Sgt. James Barbo and Police Officers Marc
Lombardi and Jennifer Lee responded to ShopRite, 900 Madison St., on reports of a shoplifting.
An on-scene investigation revealed the actor, later identified as 37-year-old Jessica Serrano of
Hoboken, was seen putting items into a bag, which she then put into a stroller. At check-out,
Serrano only paid for two items, and tried to leave without paying for other items, worth
$354.90, before being stopped by store security. Serrano was arrested, charged with shoplifting
and neglect of children, as she had juveniles with her. Serrano was transported to Hoboken
Police Headquarters. After processing, she was released with a summons.
12. On Dec. 20, 2025, at approximately 1:25 p.m., Hoboken Police responded to the 300 block of
Garden Street on reports of an assault. An on-scene investigation revealed that a man, later
identified as 48-year-old Yamel Acosta of Union City, kicked a woman in the buttocks causing
her to fall to the ground. Acosta was located nearby and charged with simple assault, before
being released on summons on the scene.
13. On Dec. 20, 2025, at approximately 5:20 p.m., Police Officers Matthew Bonanno and David
Smentkowski were on patrol and conducted a random inquiry of a vehicle registration, which
came back with an active warrant. They stopped the car on the 50 block of Harrison Street and
identified the driver as 32-year-old Katrina Girau of Hoboken, who had a warrant out of Edison
for driving without insurance. She was issued a new court date and released on the scene.
14. On Dec. 20, 2025, at approximately 6:20 p.m., Police Officer John Lawton was flagged down
near the intersection of Willow Avenue and Fourth Street by occupants of a vehicle, who
reported another individual, later identified as 20-year-old Hannah Yonkers-Talz of the Bronx, in
need of medical attention. Yonkers-Talz was transported to an area hospital, where it was
discovered that she was in possession of a fake id. She was issued a summons for tampering with
public information and released.
15. On Dec. 20, 2025, at approximately 6:30 p.m., Police Officer Valentino Salgado observed a
vehicle improperly parked on the 1000 block of Jefferson Street. It was discovered that the
registered owner, identified as Kirloues Gad of Jersey City, had an active warrant out of Jersey
City. Gad was given a new court date and released on the scene.
16. On Dec. 20, 2025, at approximately 8 p.m., Sgt. John Quinones and Police Officers Carmen
Benitez, Ricky Truppner, Donovan Ortiz, Mark Mooreman, and Brandon Cappelluti were waved
down by individuals who told them two others were fighting on the 50 block of Washington
Street. Officers observed one of the individuals, later identified as 22-year-old Brian Murphy of
Neshanic Station, on top of the other hitting another man’s head, and pressing it into the ground.
The officers separated them and arrested Murphy. He was transported to Hoboken Police
Headquarters and charged with simple assault, before being released on a summons. Both
individuals were treated for injuries.
17. On Dec. 20, 2025, at approximately 11 p.m., Police Officer Alexander Miller was on patrol
and heard a disturbance coming from the front entrance of Dear Maud, 205 First St. Multiple
other officers responded. An on-scene investigation revealed during a verbal argument with two
other individuals, a woman, later identified as 29-year-old Chelsea Caplette of Clark, broke a
glass over another woman’s head. Caplette was arrested and transported to Hoboken Police
Headquarters. She was charged with aggravated assault, possession of a weapon for unlawful
purposes, and unlawful possession of a weapon. After being processed, Caplette was released
with a summons.
18. On Dec. 21, 2025, at approximately 2:30 a.m., Police Officer Aidan Gonzalez was working
at the front desk inside Hoboken Police Headquarters, when he heard multiple individuals
arguing outside. Sgt. Harold Milne and Officer Gonzalez went outside to respond, and several
individuals ran from the scene despite being ordered to stop. Three of the actors were quickly
apprehended by Sgt. Roary Miller and Police Officers Nicholas Valerius, Alexander Miller,
Thomas Graziano, and Ronald Kibitlewski at the intersection of First Street and Hudson Street.
The individuals were later identified as 18-year-old Abdalla Sewid of North Bergen, 18-year-old
Jordy Lopez of Jersey City, and 20-year-old Hannier Rios-Bejar of Union City. An on-scene
investigation revealed they were part of the group who had attacked another group of people,
causing injuries. A search incident to arrest located a chain, that had been reported missing by
one of the victims. Two other individuals, also found to be part of the group who initiated the
fight, and fled the scene, were located near the intersection of River and Second Streets, by Sgt.
Michael Straten. They began to flee again, but were stopped by Sgt. Straten and Police Officers
Valentino Salgado, Vincent Guastini, Michael Miranda, and Valerius. They were identified as
21-year-old Nowis Dejesus-Cepeda of Union City and 19-year-old Brayan Mendez-Zamora of
Cliffside Park. All of the arrestees were transported to Hoboken Police Headquarters and charged
with robbery, criminal mischief, obstruction the administration of the law, and aggravated
assault. After processing, they were all transported to the Hudson County Correctional Facility.
19. On Dec. 21, 2025, at approximately 2:50 p.m., Police Officers Zackary Guido and Shawn
Sodora were on patrol in the area of First and Washington Street when they observed a vehicle
double-parked with someone asleep at the wheel. They woke the driver up and identified him as
22-year-old Anthony Abdulla of Wayne. Officers observed the odor of alcoholic beverage
emanating from his breath and his eyes glassy. A field sobriety test was performed on Abdulla,
after which he was arrested for driving while intoxicated. He was transported to Hoboken Police
Headquarters and issued a summons for driving while intoxicated, reckless driving, and double
parking. As per John’s Law, Abdulla was released into the custody of a responsible party.
20. On Dec. 21, 2025, at approximately 3:20 a.m., Police Officers Donovan Ortiz and Anthony
Olivera were on patrol when they observed a minor collision on the 50 block of Newark Street.
One of the vehicles began to drive away at a high rate of speed but was quickly pulled over. The
driver was identified as 26-year-old Paval Bhimavarapu of Jersey City, and officers believed him
to be under the influence due to slow movements and slow speech. A field sobriety test was
performed, after which Bhimavarapu was arrested for driving while under the influence. He was
transported to Hoboken Police Headquarters and charged with driving while intoxicated and
reckless driving. As per John’s Law, he was released into the custody of a responsible party.
21. On Dec. 21, 2025, at approximately 3:20 a.m., Police Officers Trevor Thomas and Adrian
Comayagua were on patrol when they observed a vehicle driving the wrong way on Newark near
Washington Street. The vehicle was pulled over, and officers approached the driver, later
identified as 25-year-old Kenneth Garcia of Fords. Officers observed an open bottle of an
alcoholic beverage in the center console, half empty. Police Officer Ricky Truppner arrived on
the scene to conduct a standardized field sobriety test, after which Garcia was arrested for
driving while intoxicated. A search of his vehicle located more bottles of alcoholic beverages;
some unopened and some empty. Garcia was transported to Hoboken Police Headquarters and
issued a summons for driving while intoxicated, reckless driving, driving the wrong way on a
one-way street, and open container. As per John’s Law, Garcia was released into the custody of a
responsible party.
22. On Dec. 21, 2025, at approximately 4 a.m., Police Officers Vincent Guastini and Marvin
DeJesus observed a vehicle facing the wrong way on the 50 block of River Street. Officers
initiated a motor vehicle stop and approached the driver, identified as 26-year-old Jaden Mack of
Leonardo. Police Officer Brandon Cappelluti arrived on the scene to assist. Mack’s speech was
slurred, his eyes were watery, and his movements were delayed. Police Officer Kyle Seper
arrived at conduct a field sobreity test, after which Mack was arrested for driving while
intoxicated. He was transported to Hoboken Police Headquarters and charged with driving while
intoxicated and reckless driving. As per John's Law, Mack was released into the custody of a
responsible party.
23. On Dec. 21, 2025, at approximately 8 a.m., Sgt. James Barbaro and Police Officers Brandon
Fitzgibbons and Joseph DiMartino responded to the 500 block of Observer Highway on reports
of a motor vehicle crash with injuries. The Hoboken Fire Department also responded to assist.
Upon arrival, officers observed a vehicle on the sidewalk, up against a utility pole. The driver
was identified as Dennis Logan. The Hoboken Volunteer Ambulance Corps arrived to treat the
driver for injuries. While speaking with Logan, officers observed his eyes to be glassy and found
his speech to be slurred. An on-scene investigation determined that Logan was not capable of
operating a motor vehicle. He was arrested for driving under the influence. Logan was
transported to a local hospital. He was issued a summons for driving under the influence and
reckless driving. As per John’s Law, Logan was released into the custody of a responsible party.
24. On Dec. 22, 2025, at approximately 4:45 a.m., Police Officer Brian Kim was on patrol when
he observed a vehicle idling on the 50 block of Third Street. About a half an hour later, he
returned to the location and observed the vehicle still idling in the same place. He approached the
car and saw the driver, later identified as 30-year-old Karl Gouda of East Orange, sleeping in the
driver's seat. Police Officer Trevor Thomas arrived on the scene to assist. Guada was woken up
and was asked to get out of the car which he did and stumbled while doing so. A field sobriety
test was performed, after which Gouda was arrested for driving while intoxicated. A search of
his car located a small bottle of alcoholic beverage. He was transported to Hoboken Police
Headquarters and issued summonses for driving under the influence, reckless driving, and open
alcoholic beverage containers. As per John’s Law, Gouda was released into the custody of a
responsible party.
25. On Dec. 22, 2025, at approximately 6:15 p.m., Police Officers Alexander Miller and Rose
Kanan responded to the 300 block of Marshall Drive on reports of a loud dispute. An on-scene
investigation revealed an individual, identified as 20-year-old Mikalya Inellius of New York
City, had threatened to come to the location to fight the caller, and the caller wanted to prevent
the confrontation. It was determined Inellius had warrants out of the Hudson County Sheriff’s
Department and New York City. About two hours later, the original caller contacted Hoboken
Police to report that Inellus was coming back to Hoboken with a weapon. Officers Miller, Kanan,
and Jessica Pizanie responded to the 2nd Street Light Rail Station, along with New Jersey Transit
Police Officers, and located Inellus. Inellus threw her phone, and officers attempted to detain her
from throwing anything else. Inellus began to tense up and shake her body. She resisted arrest by
flailing her arms and legs. She was arrested and charged with obstructing the administration of
the law, resisting arrest, and being a fugitive from justice. She was ultimately transported to
Hoboken Police Headquarters for processing and then taken to the Hudson County Correctional
Facility.
26. On Dec. 22, 2025, at approximately 7:40 p.m., Police Officer Shyenna Vega and Mario
Rodriguez responded to CVS, 59 Washington St., on reports of a shoplifting. Detective Connor
Milne and Police Officers Roberto Cuevas and Anthony Azzoline located a man who matched
the description given by witnesses, on the 50 block of River Street. Store security confirmed the
individual was the actor. An on-scene investigation at CVS relvealed the actor, later identified as
41-year-old Pedro Fransicsco of Jersey City, was seen shoplifting and when he refused to return
the items, he was escorted out of the store by security. He returned and threw items around the
store, made threats to harm employees, and pushed staff members. He also motioned to his
waistband area in a threatening manner toward staff memebers, as if to indicate he had a weapon,
before leaving the store. Francisco was placed under arrest and transported to Hoboken Police
Headquarters where he provided a false birth date and social security number. He was charged
with robbery and hindering. It was discovered he had warrants out of Kearny and West New
York. After processing, Fransisco was transported to the Hudson County Correctional Facility.
27. On Dec. 23, 2025, at approximately 6:10 a.m., Police Officers Shawn Sodora and Alyssa
Rivera responded to the 600 block of Washington Street, on reports of a man seen masturbating
in the vestibule of a bank. Sgt. Daniel Grossi also responded. The actor was located and
identified as 39-year-old Cornel Howard of Hoboken. He was arrested and charged with criminal
sexual contact. He was transported to Hoboken Police Headquarters for processing, and released
with a summons.
28. On Dec. 23, 2025, at approximately 5:45 a.m., Police Officers Michael Miranda, Zackary
Guido, and Thomas Graziano responded to the Hoboken University Medical Center on reports of
a discharged patient refusing to leave. They located the individual, identified as 46-year-old
Shamsid Barnes of Newark, and he was uncooperative and continued to refuse to leave the
hospital. It was discovered Barnes had a warrant out of Hoboken for making terroristic threats.
He was arrested and a search incident to arrest found him to be in possession of a glass
cylindrical pipe and two sheets of prescription pills prescribed to someone else. He was charged
with possession of prescription legend drugs without a lawful prescription and possession of
drug paraphernalia. Later, Barnes refused to get into a patrol car for transport to Hoboken Police
Headquarters. Sgt. Adam Colon and Police Officer Jaydan Gonzalez arrived on the scene to
assist getting Barnes into the patrol car. At Hoboken Police Headquarters, Barnes refused to walk
to the building and had to be carried. He refused to be fingerprinted and photographed. He also
urinated on the floor of the processing room. He was further charged with obstruction of the
administration of the law, refusal to be fingerprinted, and disorderly conduct. He was ultimately
transported to the Hudson County Correctional Facility.
29. On Dec. 24, 2025, at approximately 9:40 a.m., Police Officer Dylan Archilla and Marc
Lombardi responded to PNC Bank, 111 River St., on reports of a customer who was causing a
disturbance by throwing object including a chair. Police Officer Ramon Estrella also responded.
Officers located the man, later identified as 61-year-old Khalil Bakho of Passaic, in the bank. Lt.
Christopher Labruno, Sgt. Steven Kranz and Police Officers Marc Lombardi, Brandon
Fitzgibbons, and Frank Losurdo arrived on the scene. An on-scene investigation revealed Bakho
became irate when he was told his account balance was zero. He threw a chair at the teller
station, threw his backpack, threatened to throw a jar at a teller, and said he had a gun, gesturing
toward his waistband. Bakho was arrested on making terroristic threats. He was transported to
Hoboken Police Headquarters for processing and then to the Hudson County Correctional
Facility.
30. On Dec. 24, 2025, at approximately 1:20 a.m., Police Officers Thomas Graziano and Carmen
Benitez were conducting a building sweep of a Hoboken Housing Authority Building on the 400
block of Marshall Drive when they smelled the odor of phencyclidine (PCP). They heard
someone running down the stairs and followed the individual as he ran out of the building while
ordering him to stop. The man, later identified as 33-year-old Keith Huggins of Hoboken,
stopped when he saw another patrol car arrive. Police Officers Michael Kim and Trevor Thomas
arrived on the scene. It was determined Huggins did not live in the buiding. It was also
discovered he had a warrant out of Hoboken. A search incident to arrest located a pocket knife
and a small brown leaf cigar suspected to be coated with PCP. Huggins was transported to
Police Headquarters for processing on charges of obstructing the administration of law,
possession of drug paraphernalia, and possession of CSD. He was ultimately released on a
summons.
31. On Dec. 24, 2025, at approximately 2:50 a.m., Police Officers Anish Bhisey and Zackary
Guido were in the area of Fourth and Monroe Streets when they observed a man, later identified
as 40-year-old Joseph Russell of Fairview, walk toward the 600 block of Sixth Street, and enter a
building on Hoboken Housing Authority property. They made contact with Russell, who became
agitated when they asked if he lived in the building, which it was determined he did not. He was
unable to provide a valid reason for being in the building and was arrested for defiant
trespassing. It was discovered he had a warrant from Bergen County. He was issued a summons
and released to the Bergen County Sheriff's Department.
